How do you charge clients for advertising?

I am a PR and marketing strategy consultant. I charge per hour. I'd like to add advertising (mostly on-line) to the mix, but I'm not sure how to charge clients. Do I just charge for consultation and creative time and let them arrange & pay for the advertising themselves? Do I purchase the advertising and charge them at cost? Or do I purchase the advertising and add a percentage to my cost? How much?

You are very vague in the advertising mostly online for clients. If you are talking about having PPC campaigns then the typical rate is 15% of the total spend. If you are consulting you need to make sure that you command a serious fee to make it worth your time. Knowledege is power and if you are consulting giving away your business then you are practically setting up a new business for your client. If I were to consult for reputation management at http://nuprofile.com I would have to command thousands of dollars as you need to believe that your fees are justified and worth it. You are your own worse enemy in this situation.
