How do you charge clients for advertising?

I am a PR and marketing strategy consultant. I charge per hour. I'd like to add advertising (mostly on-line) to the mix, but I'm not sure how to charge clients. Do I just charge for consultation and creative time and let them arrange & pay for the advertising themselves? Do I purchase the advertising and charge them at cost? Or do I purchase the advertising and add a percentage to my cost? How much?
