I wrote some small FOB-type pieces for a small, upstart web site recently, and I'd like to submit them to some national mags for publication. Am I obligated to tell the mag that it's already been published somewhere, albeit for a small online pub?

yes, I think they expect to be told. It
s the ethical thing to do. Even if you retained the rights/did not get paid for the material, the pieces are still posted for all the world to see on the worldwide web.
Look at it this way: what if you don't tell them and somebody discovers it by googling your name,the subject, etc.?

I think it's always a good policy to be upfront about it...that way, you won't have problems later on if they find out you didn't tell them.
