All -

Need some PR advice:

I'm planning a FAM, and want to limit my invites to one person at each outlet, with a few exceptions.

Is it better to invite the higher up editor, who probably won't have time to come, and whose invite may get lost in the stack of others...

Or, invite the person a little lower on the ladder, who will be the one likely to cover it, and be able to come...

I don't want to offend the higher ups, by not extending invites..

Start At The Top
Standard protocol is that you invite the person you'd most like to attend the FAM and if they decline you ask whether they have another person on staff who might be able to attend in their place. Follow-up with the original invitee is perfectly acceptable and allows you to find out (hopefully) whether the original offer got lost in the stacks and also whether the publication or outlet is even a good fit. If the publication declines, you'll still have time to find another outlet and candidate for the trip slot.
