I work for a publication that will not pay staff members a freelance salary on top of a regular salary, even when they're doing work beyond their position's description. Essentially, I perform a role that would normally be done by a freelancer but when that's been done in the past chaos has ensued. I was told I can get the money that has been allocated for a freelancer but I can't invoice my company directly because of the restriction on staff getting freelance pay. I don't want to get one of my friends to invoice my company and get the checks for me because of tax consequences for them. And co-workers who have been in the same boat in the past and tried to get around the restriction by incorporating or creating a DBA haven't been successful with that tactic because once payroll enters the business' details into its computer the name of the underlying owner pops up and shows its a front for a person who is on staff.

Is there some sort of clearinghouse or organization that might invoice on my behalf for a small fee?

Any other ways to get around this?
