So i pitched a story about an obscure, up-and-coming artist that an editor was interested in. I told him my vision was a full feature with cover shot- He told me that was unlikely as covers are to provoke reader recognition and my subject was fairly unknown. I explained my reasoning for the full shebang article: to provoke intrigue over recognition. I ended off saying "either way, I am happy to work with you however you see best." I now haven't heard from him in a few days, after our little email rally.
Should I follow up now? Or should I assume he's thinking about it/ already committed to the idea? Or maybe is he offended at my pressing?

It is a holiday, so that may be the reason for him not getting back to you.

As for the cover shot convo -- I don't know, I've never pitched anything in that way. I know from working at a major glossy that covers are chosen for many different reasons, but the writer has zero control over it.

I wouldn't pitch a cover shot again, it sounds like you're being a PR agent or the artist's manager. Those are the people typically pitching a cover. Unless you get paid more for cover stories?
