Does anyone have suggestions on finding ghost writing jobs for companies?

I know some CEOs use writers, but what's the best way to find people who want or need help? I'm more interested in writing letters or bylined articles rather than ad copy.

Should I contact the CEO or the marketing chief? Are private companies more open than public companies? What is a reasonable rate to charge?

I wouldn't specifically seek out ghostwriting opportunities. I'd just contact companies, either locally or in your field of expertise, about writing opportunities. Marketing or PR would handle this.

I've done a fair bit of ghost writing over the years and for the most part work has come to me from contacts i've made during my every day writing ... in other words, sources I've interviewed for other things who come to me to ask if I'll write for them.
