When sending writing samples via e-mail along with a resume and cover letter, what is the best format to use?

I have most of my clips only in hard copy format and could scan them but then the files are generally too large. How can I change these into files acceptable for attachments in e-mail? What is the preferred format for e-mailed writing samples?

Any advice would be appreciated.

most editors don't like or even won't open emails that have attachments. Most writers send a link to a website or blog to show samples of their work. If the editor specifically requests only 1-2 samples, just put them in the body of the email, along with the publication name and date. Be sure to include all of your contact information at the end.

Yes just send a link to samples of your work its easy and effective for editors to look at your previous work.
