i have a friend who would like me to edit his website, but i am not sure what i should charge him. i would like to offer a friendly discount, but since i am new to the field, i'm not even sure what my regular rate should be for editing web copy. does anyone have suggestions?

Your quote should depend on the depth of editing necessary. If it's really more just proofreading and the occasional grammar fix he needs, you might charge what a copyeditor normally does, maybe $25 an hour and up.
If editing involves more extensive work -- such as planning content or totally reworking/reorganizing the existing content -- your rate would go up accordingly.
