dribbledrive, editors don't get upset about this behavior because of guilt or "feeling bad". They don't condone it because it's unethical. Also, you don't want to hire editors who can't come up with their own ideas /assign/work with new writers. These are things that editors are supposd to be able to do. They also don't condone it because it's bad for business. Eventually, word gets around that someone at your mag (or many people) do this. Freelancers will start being vocal about it, others will ehar about it, you look bad, and writers stop pitching.
But mostly, eventually you piss off the wrong (rich, well-connected, resourceful) person and you can suffer costly and embarassing consequences--if not legal victories.
