Well, to find the the best partner, it depends on exactly what you want, and how you define "tops". Big shops with global accounts could be considered as upper-echelon, but they would never work with an individual to create a website for a small client. Also, not sure what you are asking, as you mention a "media agency", but based on your note, it sounds like you need a design firm that can create a high-end website. "Media agency" typically means a firm that plans and buys media (TV, Print, Online, etc).
