Topic: Kids' book -- text with/without art for agents?

A friend and I are writing a children's book.

Since we're word people, not illustrators, the book would be stick images (at best) when we submit to an agent or publisher. Since kids' books are all about the images, we figured we should find an illustrator prior to submission. Then we heard that illustrations actually can limit the chances a book would have of being picked up since publishing houses might want to have their own illustrator/ideas for illustration.

Would appreciate any advice on what would give us our best shot?

No, just send the text. The publisher arranges for whoever they want to use for illustrations. I wouldnt' even bother with any art. Just text.
