Dean Baquet, the editor of The Los Angeles Times who was fired in November for refusing to cut jobs from his newsroom, is returning to The New York Times as chief of its Washington bureau and an assistant managing editor, effective March 5.

Philip M. Taubman will cover national security issues as an investigative reporter based in California. He was also named associate editor of the newspaper.
Philip Taubman, who has been Washington bureau chief since mid-2003, is to become an investigative reporter covering national security issues and will be based in California. He is also becoming associate editor of the paper, a title held previously by only one other journalist, the late R.W. Apple Jr.
