According to the New York Daily News, Beyoncé is going to grace the cover of the March issue of Vogue. Annie Leibovitz allegedly finished shooting the pop sensation last week.

Hopefully this new Beyoncefied (a technical term for “making something great”) cover is better than the last time she appeared on the front of Vogue.

Annie Leibovitz was scheduled to take photos of Dunham near the restaurant, but had to put the session on pause while police cleared the scene and completed their investigation.

Sources told the Post that Leibovitz and her team “respectfully waited” for the cops to finish, as if that was a surprising way to deal with the situation. The shoot was completed several hours later.

When I met Julie Menin a few weeks ago in the Michael’s dining room and made a date for lunch, I was expecting to chat about her fabulous new show, Give and Take, which airs on Sunday night on WNBC’s NY Nonstop news channel. She’s already had Mika Brzezinski, Jane Velez Mitchell, and Barbara Corcoran as guests and is planning to chat with Annie Leibovitz on an upcoming show. Turns out we had a lot more to talk about.

In the past several weeks, Julie has been making headlines rather than reporting on them since she took up the cause of moving the trial of Khalid Shaikh Mohammed out of Lower Manhattan. The regulatory attorney is a strong believer in public advocacy: She founded the not-for-profit Wall Street Rising in the wake of September 11 to revitalize the neighborhood and has served as the chair of Community Board 1 since 2005. After realizing that “no elected official wanted to jump into the fray,” Julie says she had “an Aha! moment” and launched into action. She penned an op-ed for The New York Times entitled “Trial By Ferry” where she proposed Governor’s Island be considered as an alternative and has been working “24/7″ to convince elected officials that a multi-year trial would paralyze the city and effectively shut down Lower Manhattan. “No one had even done a feasibility study before deciding this would happen,” says Julie. “It was foisted on Mayor Bloomberg with no analysis.”

When Bloomberg told Julie he opposed the Governor’s Island idea because he wants to build a school and recreation center there, Julie remained undaunted and came up with three other options: West Point, Otisville Prison, and Stewart Air National Guard Base. That got the attention of The White House who, Julie says, “was looking at the issue too narrowly.” Not anymore. All indications now point to an announcement of a new venue. “It’s really a testament to what a citizen can do if they speak up and insist on having their voice heard,” says Julie. As she was explaining the campaign, former Public Advocate Betsy Gotbaum stopped by our table, shook Julie’s hand, and declared, “She’s our heroine!” I asked if Julie is eyeing a run for office one day, and she didn’t rule out the possibility. “I’ll just have to see where life takes me.” Stay tuned.

The Matrix Awards has for 30 years celebrated strong women in the field of media and communication, and on April 19 at the Waldorf Astoria, Tina Fey, Ina Garten, Sheryl Crow, Anne Keating, Doris Kearns Goodwin, Marissa Mayer and Gayle King will all become honoree Matrices. Former Matrix recipients include Barbara Walters, Meryl Streep, Annie Leibovitz, and Anna Wintour (natch).

And our favorite comedian/news anchor, Brian Williams, will be on hand to emcee.

Besides shooting Miley Cyrus without a shirt on, Leibovitz’s biggest scandal last year was the news of her mounting debt, some of which has been apparently relieved by selling seven of these pre-scandal pics of the golf star to the Condé Nast title. Tiger’s camp still has yet to issue a statement on the sexy pics, or the accompanying article by Friday Night Lights author Buzz Bissinger, who didn’t hesitate in re-structuring his interview with Woods to include the star’s off-color jokes like, “He rubbed the tips of his shoes together and then asked the women, ‘What’s this?’ They were stumped. ‘It’s a black guy taking off his condom.’”

Well, we spoke too soon. V has released more photos from its size issue, and this new crop of five models incorporate sexiness into a larger frame, something that’s rarely been done with success in the fashion world.

But will the issue drive sales? Here’s at least one: Meghan McCain wrote on her Twitter yesterday, “As a plus sized girl myself, I appreciate a magazine showing that sexy women aren’t just size 0′s. I am def buying this issue of V Magazine.” And there has been an outpouring of well-wishes from the likes of Jezebel and Just Jared, two not-necessarily-fashion-mag-friendly blogs.

So does this count as a coup against fashion’s skinny regime? Not necessarily. Much like the Glamour‘s spread last year, some critics have pointed out that “plus-sized” automatically means “mostly naked” to fashion photographers, and it’s true that the V spread did incorporate nude/topless photos into its shoot. Then again, isn’t fashion 90 percent about what you’re not wearing? From Calvin Klein to Annie Leibovitz, the fashion world has always been saturated with a controversial stance of objectifying women’s bodies. Incorporating models who more accurately represent the sizes of American women doesn’t change that, it just helps us to redefine “sexy.” And it’s about time we did.

It takes a lot to bring America’s greatest living fiction, non-fiction, and journalism writers into one room, but if one woman could do, it’s Tina Brown. The Daily Beast editor-in-chief hosted the first ever Norman Mailer Colony soiree at Cipriani last night, to celebrate the non-profit in which promising young writers get to live in Norman Mailer’s house in Massachusetts for a week to a month.

Guests included Salman Rushdie, Joan Didion, Richard Goodwin, Michael Cunningham, Jeffrey Eugenides, Annie Leibovitz, New Yorker editor-in-chief David Remnick and master of ceremonies, Calvin Trillin.

Among the revelers were also editors and writers from The Nation, Budget Travel, The New Yorker, The New York Times and The Week.

The April cover of Vanity Fair is a cool one: Sopranos‘ star James Gandolfini, creator David Chase and a red-heeled “friend” shot by — naturally — Annie Leibovitz at Industria Superstudio in New York.

Leibovitz has shot the Sopranos cast for HBO marketing materials and DVD covers the past few years.

A few notes from today’s piece by David Carr on Vanity Fair and its enabling of Bono‘s burgeoning career as a high-profile guest editor. (Bono guest-edited the London Independent last fall, was the first-ever guest editor of Libération and owns a minority stake in Forbes.)

• Annie Leibovitz appears to have shot the Bono meeting in Carter’s office for the Times.
• Carter on Bono: “I think there isn’t one editor in the world who would not pay attention if Bono pulled up and said he wanted to edit a magazine.”
• Bono wants to make Vanity Fair a hit record. Or the best-selling issue of Vanity Fair.
• Finally, what we’d imagine is an increasingly common Bono segue, deftly changing the subject from Forbes to African poverty: “I don’t want to talk about Forbes right now, but I will say this: One of the things that I have learned of in Africa is the crucial role that commerce will play in taking its people out of extreme poverty. Everyone talks about China being the next big thing, but if you spend any time in the bars or hotels in Africa, you see a lot of Chinese doing deals there. There is tremendous opportunity there.”
