When is it too late to apply for a job?
It’s hard to say but if the listing is still up and you can afford the few minutes to email off your resume or a stamp to send your clips, go for it, my child.
How bad is it to accept a job and then quit when a better one comes along? Well, you probably won’t make any friends doing it but you don’t want to stick with a lesser job just for the sake of being polite.
Is it absolutely necessary to have published clips to pitch a piece? Well, it helps. Some people here say to send the whole story, some people say absolutely not. I say it depends. My first piece published in a national newspaper was an essay that I submitted in its entirety to the editor, so you never know.

What happens when you want to follow up with an editor who has recently changed jobs within the publication?
