From DePaul University: “How to Write an Op-Ed and Get it Published,” (in PDF form.) Fairly basic (like what the difference is between a letter to the editor an an op-ed but the checklist of remembering your audience, staying free of cliches, etc is always helpful.
Similar stuff from John McLain, including more specific details like word count and restating your purpose.
The National Community Capitol Association offers still more bullet points, but also offers samples, cover letter advice and tips on writing your op-ed before the news even hits (PDF).
