You know submissions guidelines editors provide when they discuss how to pitch? Those aren't just friendly suggestions. Editors are busy people, and if you really don't feel like pasting the body of your piece into the email like they asked, then they really might not feel like reading your pitch and immediately trash it. So do what they say. And if for some reason you don't know the rules, pick up the phone. It also doesn't hurt to find out lead times so that you don't pitch your special Easter Bunny story long after the May issue has been put to bed.
