Lately, however, I have been getting responses from said big fellows that tell me that my writing was “seriously considered…Do they really mean I was “seriously considered” or is this just as bad as being ignored?”

They’re not the bad guy…If I were you and got that response, I’d hurry and try to come up with a salable idea ASAP. You’ve got to strike while the iron’s hot because the response was positive.”
