Kushner Near Decision on Jersey Tabloid (NYP)
New York Observer owner Jared Kushner could be just weeks away from making a decision about bankrolling a free weekly newspaper in New Jersey. The plan he is mulling is expected to cost millions for a 200,000-circulation pub. Sources have speculated that the paper would be called The Jersey Observer.

Oxygen Network Unveils Development Slate (B&C)
The independent women's network, which grew last year to a nearly fully distributed 71 million homes, is expanding in both linear and online programming, and this morning asked ad buyers to meet the increase by doubling the client bases they bring to Oxygen. The Philadelphia Inquirer plans to unveil a news "express" section in early February to attract busy readers, one of several strategies to boost readership that also include a sponsored TV guide and new Web sites for local car and real estate listings. "We have a plan to turn this business around," said publisher Brian Tierney.
Local Papers Need To Think Locally (WSJ)
"I'm not sure local papers need to cover Iraq, need to cover global events," Jack Welch, the former General Electric Co. chairman who wants to buy the Boston Globe from New York Times Co., told CNBC last week. "They can be real local papers ... and purchase from people very willing to sell to you their wire services that will give you the coverage."
