Palestinian PM Ismail Haniyeh “was evasive Sunday when asked whether he would try to arrest the kidnappers. Before Hamas ousted Fatah in March, it had frequently criticized the Fatah-led Palestinian Authority for cutting deals with kidnappers and letting them go without punishment.”
