Fox News is the most watched network with 10 million viewers, more than MSNBC (4.38 million) and CNN (4.15 million) combined.

For the broadcasters, according to Nielsen Fast National data, CBS was the most watched, followed by ABC then NBC, with less than 500,000 viewers separating the big 3 networks.

(As we saw with the first presidential debate  — watched by 67.2 million viewers — preliminarily Fox News was the most watched, but when finals came out ABC was on top.)

It’s unlikely last night’s debate between Vice President Joe Biden and Rep. Paul Ryan will get close to the numbers of the Biden-Sarah Palin face-off four years ago. 69.9 million viewers tuned in that night — tied with a Bush-Clinton-Perot debate in 1992 for the second most-watched debate ever.

Moderator Martha Raddatz will be referring to Rep. Ryan as “Mr. Ryan,” a request from the Romney-Ryan campaign.

Vice President Biden and Rep. Ryan will be seated next to each other and at the same table as Raddatz. This is similar to VP debates in 2000 and 2004, though not 2008, when Biden and Gov. Sarah Palin stood behind podiums.

While 69.9 million watched that Biden-Palin debate. Palin, now with Fox News, told Megyn Kelly today she’s never watched it: “Life goes on, you move forward,” said Palin. “I don’t rehash the past.”

Compared to the same week last year, only Univision’s “Al Punto” grew in both ratings measurements. “Face the Nation,” “Meet the Press,” ABC’s “This Week” and “Fox News Sunday” are down in both.

Cable rebroadcasts of “Fox News Sunday” averaged a combined 2,090,000 Total Viewers and 431,000 A25-54 viewers. A rebroadcast of “Meet the Press” on MSNBC added 567,000 and 208,000, respectively.

“Face the Nation” is based on the first half-hour only, as the full contiguous hour airs in just 64% of the country.

But today on “CBS This Morning,” “Will & Grace” creator Max Mutchnick said Pres. Obama should not have been surprised by Biden opening the can of gay worms, because Biden “was testing the material out of town” two weeks earlier at an fundraiser in Los Angeles.

Mutchnick says Biden spoke at the private function and his remarks were recorded by a White House camera crew. “It says to me that this was all very choreographed,” Mutchnick told CBS. “I mean, look, I’m just a man who experienced this, but Vice President Biden made it very clear that day these were his views and so much so that they wanted to record him.”

“The sum total is the White House should not have been surprised by what he said on ‘Meet the Press,’” said Mutchnick.

Tonight at 10 PM, MSNBC will premiere the newest addition to its primetime lineup, “The Last Word with Lawrence O’Donnell.” Following “Countdown” at 8 PM and “The Rachel Maddow Show” at 9 PM, “The Last Word” completes MSNBC’s primetime in a sense, as the network finally puts a live, original show in the 10 PM hour, joining competitors CNN and Fox News.

Tonight’s premiere will feature an interview with Vice President Joe Biden, but it will also see O’Donnell getting advice on how to host a primetime show from MSNBC’s most prominent primetime talent: Keith Olbermann.

“I will be getting advice on hosting the show from Keith tonight, live,” O’Donnell tells TVNewser. “He is going to appear on my first show, as he should, because Keith created the ratings platform in primetime at MSNBC that has made the creation of the other two shows in primetime possible.”

Indeed, O’Donnell, hardly a TV novice, noted that at the end of the day, the driving factor in television is ratings.
