Spring is here (even though it may not feel like it where you are) and with it comes the sweet sound of sneakers on hardwood: the NCAA March Madness college basketball tournament.

Every year we have some of the best and brightest from the world of TV news come together in one competition to see who is tops at picking winners and losers.

Ultimately there can be only one winner, and they get the chance to brag about their picking prowess for all to see. 2012′s winner was Fox Business Network stocks editor Liz MacDonald. Liz wont be participating this year, but 2011′s winner Dominic Chu is back to try and reclaim the title.

CNBC has acquired the PBS series “Nightly Business Report.” CNBC will move production of the show to its Englewood Cliffs, NJ world headquarters. For decades the show was co-anchored from the Miami studios of WPBT, NBR’s founding PBS sponsor.

The show has had several owners over the past several years. In 2010, WPBT sold it to a company run by Mykalai Kontilai, a public television program distributor who was also the manager for mixed martial artist Tito Ortiz. Kontilai sold the show to Atalaya Capital Management in 2011, who sold to CNBC today.

The show has seen cuts as Atalaya looked for a buyer. Seven staffers lost their jobs late last year when the the show’s Chicago bureau closed. The managing editor and executive vice president were also cut last year.

Beginning March 4, NBR will be anchored by CNBC’s Tyler Mathisen and Susie Gharib, the program’s current co-anchor, herself a former CNBC anchor. The network intends to maintain the familiar look, feel and format of the program which is seen on 180 PBS stations nationwide. “We are proud to take the reins of television’s longest running business program,” said Mark Hoffman, CEO of CNBC. “Our goal is to utilize our global editorial resources to both preserve and strengthen “Nightly Business Report.”

The show’s founding anchor Paul Kangas, retired in 2009 after 30 years of hosting the show.

• WNYW, the local Fox station in New York, is changing up its lineup, returning Greg Kelly to the morning show “Good Day New York.” Former CBS “Early Show” weather anchor Dave Price, who has replaced Kelly on the program, is leaving the station. TVSpy has more.

• Via J$P, University of Dayton student Steven Wright analyses CNN’s recent decision to replace Sports Illustrated content on CNN.com with news from new Turner property Bleacher Report. CNN just hired ESPN reporter Rachel Nichols to beef up its TV sports reportage.

• CNBC has slated a new primetime special about the business of death. “Death: It’s a Living” has correspondent Tyler Mathisen examining the economics behind the $17 billion a year industry of death and dying.

CNBC and Fox Business will both cover President Obama’s second inauguration ceremony Monday. Here’s what they have planned:

Neil Cavuto will anchor on Fox Business beginning at 11amET. Cavuto will be joined by Washington correspondents Peter Barnes and Rich Edson, who will be reporting live from D.C.

On CNBC, Tyler Mathisen and chief White House correspondent John Harwood will anchor beginning at 11amET. They will be joined by the network’s Washington correspondent, Hampton Pearson, who will be reporting live from DC.

Melissa Francis jokes that she wants to be writer when she grows up. The Fox Business Network anchor is already on her second career. And with the publication of her memoir, “Diary of a Stage Mother’s Daughter,” she’s on her way to fulfilling that adulthood dream. Francis was feted last night at Astra, an event space overlooking Manhattan’s East River. The memoir is a brutally honest, sometimes painful, yet touching story of life as a child actor. After dozens of commercials, her first big break came on “Little House on the Prairie.”

In a Media Beat interview this summer Francis told us the book, includes “the typical family dramas, set against the backdrop of a very unusual childhood.”

But last night, no drama, just celebrating. Among the guests, FNC/FBN c0-founder and chairman Roger Ailes, FBN EVP Kevin Magee, anchors Neil Cavuto, Liz Claman, Lori Rothman, Cheryl Casone, Elizabeth MacDonald, Tracy Byrnes, Sandra Smith, Nicole Petallides, Tom Sullivan and Dennis Kneale.

From FNC, we spotted Bill Hemmer and chatted with Megyn Kelly about election night, and the moment that took her from the studio through the bowels of Fox News to the decision desk as they explained calling Ohio for Pres. Obama, giving him the election and giving Karl Rove agita. Following many long months of election coverage and, more recently, of Hurricane Sandy, which left her without power for a week, Kelly was looking forward to taking today off.

The party’s still going at the Edison Ballroom in Times Square as the “Today” show celebrates its 60th anniversary. The morning milestone began with a welcome from “Today” frontman Matt Lauer before singer Pit Bull took the stage.

Fourth hour hosts Hoda Kotb and Kathie Lee Gifford were early arrivals, with Kotb (below) front and center during Pit Bull’s set. We spotted NBC News president Steve Capus and “Today” EP Jim Bell working the room, as longtime EP and, later NBCU president Jeff Zucker was deep in conversation with former “Today” anchor Meredith Vieira.

“Today” senior broadcast producer Don Nash, who’s been with the show more than a third of its life — 23 years — tells TVNewser tomorrow’s anniversary program is not to be missed. All former living on air talent — save for Joe Garagiola and Gene Shalit who aren’t able to make it — will be a part of the show. And we spotted many of them at the party tonight, including Tom Brokaw, Katie Couric, (above) Barbara Walters, John Palmer and Hugh Downs.

NBC spared no expense flying in correspondents from other NBC bureaus including Andrea Mitchell, Kerry Sanders, Kevin Tibbles, Janet Shamlian and Luke Russert.

Brian Williams stopped in after “Nightly News.” And we chatted with “Today” anchors Savannah Guthrie, Jenna Wolfe and Amy Robach, here with husband Andrew Shue, and said hello to Willard Scott on our way out. Other “Today” regulars celebrating  included Jill Rappaport, Martha Stewart, the Scotto family and Bobby Flay. We chatted with Andy Cohen (mostly about NeNe Leakes) who later tonight will be interviewing Rosie O’Donnell on his Bravo show, “Watch What Happens Live.”

Rounding out the crowd: Willie Geist, Jeff Rossen, Martin Bashir, Carl Quintanilla, Andrew Ross Sorkin, Tyler Mathisen, MSNBC president Phil Griffin and CNBC president Mark Hoffman and many more I may have missed. Because, as I said, the party is still going. Then, tomorrow at 7am, “Today” takes the party nationwide.

People across the country today participated in “Spirit Day,” wearing purple as a sign of support for LGBT youth. The movement, started by the Gay & Lesbian Alliance Against Defamation, counted several visible people as champions of the anti-bullying cause: morning anchors, evening anchors and cable anchors on several networks were color-coordinated today.

On ABC’s “Good Morning America,” George Stephanopoulos and Robin Roberts participated, as did Ann Curry and Al Roker on NBC’s “Today.” All four co-hosts on “The View” — Barbara Walters, Whoopi Goldberg, Sherri Shepherd and Elisabeth Hasselbeck — were decked out in purple as well.

Some changes are coming to CNBC’s business block starting next Monday.

CNBC’s 11am show “The Call” (formerly known as “Morning Call”) which has been anchored by Melissa Francis and Larry Kudlow will be replaced by an extra hour of “Squawk on the Street,” TVNewser has learned. The new hour will be anchored by Carl Quintanilla from the NYSE, accompanied by Simon Hobbs, Rick Santelli, Gary Kaminsky and others. Kaminsky, along with David Faber, had been been fronting the network’s NoonET half hour “Strategy Session” which has also been canceled.

“Fast Money Halftime Report”goes to an hour at NoonET and will continue to be anchored by Scott Wapner.

Kudlow continues to host is 7pmET show and Francis will now co-anchor “Power Lunch” with Tyler Mathisen and Sue Herrera at 1pmET. As we reported last week, Michelle Caruso-Cabrera is moving off “Power Lunch” and has been named CNBC’s International Correspondent.

The news of Steve Jobs‘ death broke around 7:35pmET.

ABC News produced a special reported anchored by Terry Moran in New York at 7:45pmET. CBS News produced a special report at 7:46pmET anchored by Scott Pelley in CBS’s London bureau. NBC News produced a network special at 8:12pmET anchored by George Lewis in the Los Angeles bureau.

On cable, Fox Business Network’s Lou Dobbs was first to report the news at 7:38pmET. Dobbs is hosting a special report during the 9pmET hour in place of “America’s Nightly Scoreboard.” Fox News Channel’s Shepard Smith reported the news at 7:39pm, Erin Burnett on CNN reported the story at 7:41 as did Bloomberg and CNBC. MSNBC reported the news at 7:43. Fox News anchor Clayton Morris may have said it best, about the impact of Jobs’s creations on our daily lives, telling Dobbs, “I learned about Steve Jobs’ death on my iPhone. I am talking to you right now using a Macintosh computer, using software that’s allowing me to speak with you.”

CNBC and Bloomberg are also going overtime. CNBC’s Tyler Mathisen hosted a live special which ran until 10pmET when the network then aired its “Titans: Steve Jobs” program. Bloomberg is staying live until MidnightET and will air a live Charlie Rose hour at 10pmET which will include an interview with Google Executive Chairman Eric Schmidt.

CNN continued live all night with Wolf Blitzer in for Piers Morgan and 9pm, a new hour of AC360 at 10pm and a re-air of that hour preempting “Erin Burnett: OutFront,” at 11pmET.

This week saw the business networks in varying states of continuing coverage as the markets unpredictably swung between positive and negative territory. Market coverage will continue into the weekend for all three.

Fox Business Network will be live tonight at 8 p.m. with a special report called “Market Chaos” anchored by Neil Cavuto. Cavuto will also be back on the air tomorrow morning on Fox News Channel, anchoring a live “Cost of Freedom” business block from 10 a.m. to noon.

CNBC will air “Special Report: Markets in Turmoil” on Sunday night at 8 p.m. Tyler Mathisen, Michelle Caruso-Cabrera and Simon Hobbs will anchor.

Bloomberg TV will pick up the Bloomberg Asia feed beginning at 7 p.m. ET Sunday night, as the Asian markets open. They will switch over to the Europe feed from 12 a.m. – 6 a.m. ET on Monday morning.
