    OVERVIEW

    The Refugee Health Promotion Program Officer (RHP PO) position supports the operations of USCRI’s Refugee Health Services (RHS) Division and the administration of the Medical Replacement Designee model for the state of Missouri, funded by the Office of Refugee Resettlement (ORR). In conjunction with the State Refugee Health Coordinator, you will be responsible for developing and administering the Afghan Refugee Health Promotion (ARHP) program and other subcontracted Refugee Health Promotion programs in resettlement cities across Missouri, coordinating the fiscal aspects and supporting the programmatic components of the program. You will oversee the subcontracting of funding to local resettlement agencies and community-based organizations. This will involve reviewing program proposals, coordinating subcontracts, developing and tracking budgets, processing invoices, and programmatic oversight. The Refugee Health Promotion program serves all ORR-eligible populations while the ARHP program serves all Afghan arrivals evacuated through Operation Allies Welcome (OAW), including Afghan Humanitarian Parolees and Special Immigrant Visa holders. This position is based in USCRI’s St. Louis, Missouri field office.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Support the high-quality, timely, and cost-effective administration of the Missouri Afghan Refugee Health Promotion (ARHP) program and other subcontracted programs;

    • Serve as first point of contact for ARHP subcontractors, which may include local resettlement agencies (LRAs) and community-based organizations (CBOs), and other refugee resettlement stakeholders that serve Afghan OAW arrivals;
    • Oversee the standards and scope of services to ensure full compliance with ORR’s scope of ARHP program services, as outlined in ORR PL 20-05 and ORR Dear Colleague Letter (DCL) 22- 05, which may include medical case management and health navigation; health education and outreach; and/or adjustment/wellness groups, skill-building networks, and peer support meetings;
    • Work with State Refugee Health Coordinator and Programs Manager to develop a request for proposals (RFP) based on allowable activities outlined by the Office of Refugee Resettlement and assess proposals submitted by LRAs, CBOs, and other entities;
    • Serve as a contract manager and key point of contact for subcontractors on day-to-day operations;
    • Cultivate, establish, and maintain relationships with partners, external stakeholders, and support outreach efforts;
    • Assess need for partner agency training and schedule and coordinate trainings (both in-person and web-based) as necessary;
    • Conduct monitoring visits and desk audits and provide technical assistance to enhance program performance and adherence to contractual agreements;
    • Coordinate, compile, and submit data collection and contribute to the analysis and reporting of programmatic outcomes for internal and external programmatic reports;
    • Create internal and external programmatic reports based on sub-contractor reports;
    • Track program expenditures and assess fiscal projections, process invoices, and provide fiscal oversight of subcontractors to ensure compliance with program regulations and requirements; and
    • Perform other responsibilities as assigned by the supervisor.

    POSITION REQUIREMENTS

    • Bachelor’s degree in related field, such as (but not limited to) international affairs, public/global health, healthcare administration, or social services, from an accredited institution;
    • Three years of demonstrated experience in programmatic and fiscal oversight, operations, training, administration, and contracting, monitoring experience is required;
    • Experience in the oversight of subcontractors required;
    • Experience in budgeting, forecasting, and contract management;
    • Experience working with health and human service organizations, including federal, state, local governments, clinics, hospitals, nonprofits, and community, ethnic, or faith-based organizations;
    • Working knowledge of the overall refugee resettlement process;
    • Demonstrated track record of cultural humility and experience working with international populations;
    • Excellent written and interpersonal communication skills such as writing reports and materials for different audiences and public speaking;
    • Strong skillset in MS Word, MS Excel, MS PowerPoint, and Adobe, preferred skillset in MS Access;
    • Self-starter with the ability to work well in a team, juggle multiple priorities, and meet regular deadlines;
    • Strong attention to detail; must be highly flexible, and able to keep multiple assignments moving forward with a focus on continuous improvement;
