Client requires a technical writer to produce and maintain documentation primarily related to the Emergency Operations Center system, business process documentation, and user guides.

Technical Writer will also document other IT systems as assigned.

The Emergency Operations Center (EOC) is activated to manage severe weather, high traffic, or other emergencies affecting the traveling public and commercial traffic on state highways.

The candidate will work as a team member with the IT Emergency Operations Center Program Manager to create documentation supporting emergency operations, such as software application use, help documentation, equipment installation, severe weather plans, and report/data/map retrieval within the State Operations Center.

The candidate will collaborate with IT team members and business units to understand technical and business processes and develop technical or end-user materials.

The Technical Writer will create drafts, organize documentation efforts, including online help and user guides, and gather information from subject matter experts, IT resources, and technical systems.

The Department observes 12 holidays during which consultants are not permitted to work or make up time, subject to client approval.

Responsibilities
  1. Participate in EOC planning and IT sessions to design and develop materials.
  2. Produce presentations, tutorials, guides, lesson plans, and exercises in various media suitable for the audience.
  3. Create, review, and update materials based on feedback, updates, and support tickets.
  4. Maintain and communicate training schedules with end users and stakeholders.
  5. Coordinate with business units and vendors to gather information.
  6. Conduct user group or joint application development sessions to define workflows.
  7. Establish relationships within IT and across business units to identify and address training or documentation gaps.
  8. Facilitate end-user training via classroom, one-on-one, or online methods.
  9. Stay informed about Georgia DOT IT applications and strategies related to EOC or IT systems.
  10. Assist technical teams in explaining complex concepts to non-technical audiences.
  11. Support IT product launches and go-lives, including travel within Georgia.
Required Qualifications
  • Bachelor's degree in a related field (Technical Communications, Engineering, MIS, IS, IT)
  • 6+ years advanced skills with Microsoft Office
  • 5+ years developing technical content (manuals, online guides, documentation)
  • 4+ years developing role-based end-user materials for IT systems
  • 2+ years technical support experience
  • Excellent communication skills
  • Leadership, problem-solving, presentation, and adult learning skills
  • Ability to travel frequently within Georgia
  • Availability to work during EOC operations and stay at state or district centers during events
  • Positive attitude in critical situations
  • Ability to understand complex concepts and simplify for lay audiences
  • Strong customer service commitment
  • Experience in course design and training content development
  • Ability to maintain personal credit card for expenses, with reimbursement
  • Valid driver’s license and clean driving record
  • Physical ability to work with users and equipment
Preferred Qualifications
  • Experience with emergency response or IT system content development
  • Public Communications Officer experience
  • Experience in civil engineering or transportation workforce content
  • 3+ years using course delivery tools (Captivate, Camtasia, Lectora, SharePoint)
  • Technical background in computers, transportation, or government
  • Familiarity with ITIL or REMEDY
