Complete Description:
The Contractor shall provide an RF Engineer with at least five years of experience working at a Public Safety Answering Point (PSAP). The RF Engineering Consultant will be responsible for working with Land Mobile Radio (LMR) systems, software, and programs. Responsibilities include designing and testing radio code plugs, validating radio and system performance, and evaluating new communication devices.
The RF Engineering Consultant will perform technical work in the field of LMR and wireless communications system engineering, design, and implementation. Duties include program review, ensuring compliance with licensing regulations, requirements gathering, design review, change management, and final system acceptance. Additional responsibilities include RoIP system engineering and radio code plug design/programming. The consultant will conduct short and long-term planning to meet communication requirements and perform hardware/software analysis to compare performance characteristics within the existing systems environment.
Day-to-Day Tasks:
Support Motorola subscriber radio updates and tracking
Develop agency codeplugs
Support and complete agency programming requests
Manage and coordinate encryption and OTAR upgrades
Develop radio training materials for internal and external users
Create technical guidelines for radio use
Develop In-Building Wireless (IBW) approval criteria
Review IBW proposals for compliance
Perform field surveys of BDA installations
Troubleshoot IBW network interference issues
Investigate IBW network coverage issues
Support OUC radio operations
Contract Responsibilities:

Plan, organize, and conduct research supporting IT initiatives.
Perform research using various sources including internet, literature, and media.
Analyze data and prepare reports for professional use.
Skills and Experience:
11-15 years as SME in complex enterprise projects. Required: 11+ years
Master’s degree in IT or related field, or equivalent experience. Required
5 years of experience working in a PSAP. Required
3 years of interoperable radio experience. Required
3 years of Land Mobile Radio experience. Required
3 years of radio network coverage and interference analysis. Required
3 years of RF engineering tools experience, including Wizard and drive test tools. Required
2 years developing fleet maps, code plugs, and programming radios for public safety. Required
3 years managing Motorola User Configuration Manager. Required
3 years troubleshooting wireless systems, including cell, microwave, LMR, UHF. Required
3 years experience with public safety infrastructure. Required
3 years experience with P25 radio networks. Required
3 years knowledge of public safety communications and interoperability. Required
1 year experience with LTE and WiMAX standards. Required
3 years knowledge of PSAP operations. Required
6 years of wireless communications experience, combining theory and practice. Required
