The purpose of this position is to identify and define in collaboration with Yakama Nation Housing Authority staff priorities, develop and successfully complete proposals to fund existing and planned program activities. YNHA expects this position to coordinate research using available resources, the development of alternate funding sources. This position's responsibilities may include data collection, preparation, and analysis for Yakama Nation Housing Authority. The position will develop funding alternatives in accordance with annual and long-range plans, as established by the Board and Management. The position works within a general outline of duties and is expected to understand the job functions within each department to better fund operations and objectives, under supervision of the Executive Director.

The tasks listed below are those that represent most of the time spent working in this position. Management may assign tasks related to the type of work of the position as necessary.

  • Responsible for completing a minimum of four (4) complete grant applications and have one (1) successful grant awards per fiscal year. Submit annual renewals, and reallocations as needed.
  • Responsible to develop and coordinate grant research, identify funding sources that are consistent with YNHA mission/strategic plan, including but not limited to; federal, state, county, private and corporate foundations.
  • Responsible for proposal development and submission; prepare and submit proposals for approval following YNHA procedures.
  • Hold regular meetings with YNHA management to gather information on grant needs and provide grant updates. Also request grant information from Management as necessary to submit a complete grant application.
  • Conduct community and program needs assessments with department managers and program supervisors to determine goals and objectives, scope, feasibility, and funding needs for program activities.
  • Works with CFO in preparing budget justifications for budgetary development: assist staff in writing periodic reports to comply with grant requirements; meet all required deadlines to protect eligibility of YNHA to compete for available funds and other sources of funds.
  • Coordinate proposal negotiations with funding agencies in cooperation with YNHA staff, including but not limited to conduct needs assessments with department managers and program supervisors to determine goals and objectives, scope, feasibility, and funding needs for programs.
  • Works with Accounting in preparing budget justifications for budgetary development; assist staff in drafting periodic reports to comply with grant requirements; meet all required deadlines to protect the eligibility of YNHA to compete for available funds and other sources.
  • Gather housing data and maintain bank of statistics for Yakama Nation Reservation and Yakama Nation Housing Authority; utilize databases and other sources to gather housing data and maintain housing statistics.
  • Attend meetings to exchange information; attend technical or professional -classes, seminars, or conferences to improve technical or professional skills. Prepare for, and coordinate, all funding agencies onsite reviews.
  • Work with YNHA department to maintain summary of housing statistics submit a thorough, justified & supported grant application.
  • Conducts in-depth analysis and exploration in order to advise others regarding which foundations, agencies or corporations would be suitable to approach for the organizations funding needs.
  • Ability to interpret financial and prepare budgets and financial grant reports.
  • Research various types of grants available and the criteria to qualify for each.
  • Completes grant applications according to application requirements for consideration while adhering to deadlines implemented by grant applications. Including but not limited to all documents, forms, or reports required by the grant. Including YN Housing information and community information.
  • Ensures grant is submitted on time and within application parameters.
  • Serve as a liaison between the organization and the funding sources.
  • Conduct research on data, develops Policy and procedures, periodic reviews and updates as needed.
  • Provide monthly status reports to the Executive Director and BOC as needed.
  • Complete Grant Close-Out reports.
  • Maintain grant files and documents pertinent to each grant that is applied for, including all open grants.
  • Submit annual renewals and reallocations as needed for all open grants.

People Involvement: Requires supplying information, guidance, or aid to staff to directly facilitate task accomplishment.

Involvement with Things: Requires handling or using machines, tools, or equipment that requires moderate instruction and experience, such as computers, peripherals, software programs for routine operations such as word processing, spreadsheets, or custom applications and specialized software programs, may service office machines. Must be proficient with Microsoft Office Word, Access, Power Point, Excel, Publisher, and the internet

General Requirements

Reasoning Requirements: Requires performing skilled work involving rules/systems with constant problem solving.

Mathematical Requirements: Requires performing addition, subtraction, multiplication, and division, may calculate ratios, rates, and percentages.

Language Requirements: Requires reading technical instructions, procedures manuals, and charts to solve practical problems; composing routine or specialized reports, forms, or business letters with proper format, speaking compound sentences using normal grammar and word form.

Mental Requirements: Requires professional level work requiring the application of research methods. Requires extensive understanding of operating policies and procedures and ability to apply these to complex problems.

Physical and Dexterity Requirements: Requires light work that involves walking or standing, bending, reaching, kneeling, exerting up to 20 pounds of force on a recurring basis, and skill, adeptness, and speed in the use of fingers, hands, or limbs on repetitive operation of electronic office machines. Prolonged periods sitting at a desk and working on a computer.

Sensory Requirements: The job requires normal visual acuity and field of vision, hearing, speaking, and color perception.

Vocational/Educational and Experience Preparation

Vocational/Educational Preparation: Bachelor's Degree in Education, Social Science, Business or related field OR education, training and prior work experience that would provide the equivalent knowledge and experience base to successfully perform the tasks associated with this job.

Special Certifications and Licenses: Requires a valid driver's license with the ability to be insured under the YNHA's policy.

Experience Requirements: Requires three (3) years grant writing and contract administration and/or training. Must have exceptional writing and computer skills, including Microsoft Office Word, Access, Power Point, Excel, and database management skills. Must have the ability to understand complex grant criteria and instructions. Must be proficient in researching, interpreting, analyzing diverse data and preparing a variety of technical reports. Must possess the ability to work collaboratively and independently to achieve stated goals. Knowledge of history, culture and housing needs of Native Americans preferred.
