DEFINITION (Job Summary)
Receive and relay calls for emergency and non-emergency public safety assistance via radio and phone calls, dispatching law enforcement, fire, and emergency medical services from an Emergency Communications Center (ECC). Responsibilities include call taking, providing information, entering call records, maintaining logs, operating dispatch systems, and serving on incident dispatch teams. This is a safety-sensitive position handling confidential information.
PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
- Receive and prioritize emergency and non-emergency calls and digital requests for police, fire, ambulance, and other emergency services; gather and analyze critical information during life-threatening situations and dispatch units accordingly.
- Provide pre-arrival medical instructions or guide callers through procedures such as CPR, childbirth, or controlling bleeding while emergency services are en route.
- Operate various public safety communication equipment including radios, 911 phones, text-to-911 systems, location systems, CAD systems, recorders, and paging/intercom systems.
- Read and interpret maps to locate geographical areas and assist in providing timely help; interpret call locations using local geography knowledge.
- Assist, inform, and direct non-emergency callers; transfer calls to appropriate outside agencies.
- Coordinate and relay information among law enforcement and fire agencies; assign resources and monitor the status and location of units.
- Retrieve and relay information from State and National networks regarding wanted persons, stolen property, vehicle registration, etc.
- Perform other related duties as assigned.
Qualifications
Knowledge of or ability to learn: ECS I - High School Diploma or equivalent, on-the-job training, operations/services of a public safety dispatch center, and computer/radio systems. ECS II - High School Diploma or equivalent plus 2 years of specialized training and certifications including CPR, EMD, Crime Information Center, IPAWS, and Critical Incident Management.
Ability To: Type at 3250 KPH, handle difficult inquiries, prioritize emergencies, work in a fast-paced environment, operate telecommunications equipment, interpret maps, work rotating shifts including nights, weekends, and holidays, make sound decisions under pressure, interpret policies and laws, communicate clearly, pass background, vision, hearing, drug, and psychological tests, and complete required training.
Experience and Training Guidelines
Minimum Requirements: ECS I - No prior experience, on-the-job training. ECS II - 2 years of specialized training and certifications.
WORKING CONDITIONS
Work is performed in an emergency communications center, involving shift work including nights, weekends, and holidays. The environment can be fast-paced and high-volume, requiring quick decision-making and crisis management.
