Horrocks is seeking a highly motivated Senior Proposal Writer with experience in the Civil Engineering industry. This role supports all disciplines across our company, focusing on community infrastructure projects (water, sewer, storm drain, site civil, streets, traffic, master plans, etc., mainly for municipal clients and local agencies in Utah). The position involves proposal management, business development support, and collaboration with various teams. Responsibilities include proposal strategy and production, graphic/multimedia support, developing marketing materials, facilitating industry conference participation, and client interview preparation. The role requires independent research, organization, technical writing, and creative thinking.

Core Responsibilities

  • Write, design in Adobe InDesign, and edit high-quality proposals, statements of qualifications, and letters of interest in coordination with project managers; develop proposal graphics or collaborate with graphic designers; handle document assembly, binding, and delivery.
  • Evaluate proposal content for compliance with RFP requirements, develop strategies, and clarify client requests prior to submission.
  • Coordinate efforts of professional and support staff, manage schedules, and oversee proposal production and delivery.
  • Maintain proposal data in project databases and follow protocols throughout the proposal process.
  • Assist in developing client presentations, coordinate with graphic designers, and oversee final production of presentation materials.
  • Organize detailed information for company data systems, including resumes, project descriptions, and proposal content.
  • Participate in business development strategies, support client relationships, and assist with conferences, social media, and unsolicited proposals.
  • Edit and proofread various documents, coordinate project photography, and tailor marketing materials to client needs.
  • Create print and electronic marketing materials such as brochures and tradeshow displays.
  • Engage in community activities to promote Horrocks services.
  • Collaborate with marketing leadership to implement initiatives and mentor staff.

Qualifications, Skills, and Competencies

  • Bachelor’s degree in Marketing, Communications, English, or related field.
  • 10+ years of proposal writing experience in the AEC (architecture, engineering, construction) industry.
  • Proficiency in Adobe InDesign and Adobe Creative Suite.
  • Working knowledge of Microsoft Office Suite.
  • Excellent written and oral communication skills.
  • Strong project management and interpersonal skills.
  • Ability to meet deadlines, work in a fast-paced environment, and handle feedback constructively.
