Toll International is seeking an Engineering Library Portfolio Manager to support the Engineering Department’s Operations Division – Engineering Records and Document Management Unit (ERDM) at the Port Authority of New York and New Jersey. This role will oversee the Engineering Library group, leading documentation governance, library maintenance, stakeholder engagement, and public-facing content management. The position will manage a team of technical writers, SharePoint developers, and operational support staff, ensuring the integrity, standardization, and compliance of engineering documentation while implementing strategic improvements in content management processes.

Key Responsibilities

Operational Oversight

  • Supervise day-to-day Engineering Library operations, including scheduling, task assignments, and quality control.

  • Oversee the work of technical writers, SharePoint developers, and support staff.

  • Maintain metadata structures, templates, document version control, and permissions.

  • Troubleshoot publishing workflows, access control, and content update issues.

Public-Facing Content & Information Management

  • Manage the Agency’s public-facing Engineering website content lifecycle.

  • Ensure compliance with public information release standards and confidentiality protocols.

  • Implement permissions, publishing rights, and quality assurance procedures.

  • Coordinate with IT, Legal, and Communications teams for public content governance.

Content Management & Stakeholder Engagement

  • Identify documentation needs and process gaps with stakeholders.

  • Facilitate sessions with subject matter experts to define processes and information architecture.

  • Develop standardized documentation policies, templates, and procedures.

  • Promote best practices through change management initiatives.

Program & Project Management

  • Manage initiatives to improve documentation systems, metadata models, and platform enhancements.

  • Oversee resource planning, risk management, and progress reporting using predictive and agile methodologies.

  • Coordinate cross-functional input for process reengineering initiatives.

Required Qualifications

  • Bachelor’s degree in Engineering, Architecture, or a related technical field.

  • Minimum 5 years of experience managing cross-functional teams, including direct staff supervision.

  • Experience in public agency or utility settings, managing process documentation or policy development.

  • Expertise in SharePoint environment management, including metadata models, workflows, and permissions.

  • Experience in project/program management (PMP, PMI-ACP, or Digital Transformation certification ).

  • Proficiency in Microsoft Office 365 and enterprise content management systems (e.g., OpenText).

  • Knowledge of content governance practices and public information security protocols.

Qualifications

  • Prior Port Authority (PA) experience or understanding.

  • Experience in organizational transformation initiatives.

  • Familiarity with both agile and waterfall methodologies.

  • High organizational skills, capable of managing multiple initiatives.

  • Strong analytical and problem-solving abilities.

Work Schedule & Mode

Monday to Friday, 8:00 AM – 5:00 PM EST.
Primarily remote, with occasional on-site work as coordinated with the Project Manager.
