Engineering Library Portfolio ManagerConsultant services to be performed may include, but shall not be limited to, the following:Operational Oversight
  • Provide day-to-day functional oversight of the Engineering Library, including task assignments, scheduling, and quality control.
  • Supervise the work of technical writers, SharePoint developers, and support staff to ensure delivery of high-quality documentation and system functionality.
  • Monitor and maintain performance standards for Engineering Library operations, including retention procedures and metadata compliance
  • Ensure all implemented structures (metadata, folder systems, templates, libraries, document version control, permissions) remain up to date and effective.
  • Support the delivery of services such as document formatting, user access management, metadata standardization, and technical content support.
  • Provide troubleshooting support and direction for issues related to publishing workflows, access control, and content updates.
Public-Facing Content and Information Management
  • Manage the content lifecycle for the Agency’s public-facing Engineering website, including updates, archiving, and navigation design.
  • Ensure all published content adheres to the Agency’s standards for public information release, including compliance with confidentiality, access restrictions, and branding guidelines.
  • Implement procedures to manage permissions, publishing rights, and quality assurance for external-facing content.
  • Coordinate with IT, Legal, and Communications teams to ensure proper handling of public information and alignment with Agency policy.
Content Management & Stakeholder Engagement
  • Engage with Engineering and Agency stakeholders to identify documentation needs, process gaps, and content management challenges across engineering functions.
  • Document stakeholder requirements and prioritize actions in collaboration with the ERDM Unit Chief.
  • Facilitate working sessions with engineering subject matter experts to define operational processes and information architecture.
  • Translate business and process requirements into strategic documentation and content governance solutions.
  • Define operational improvements and drive documentation or process standardization initiatives and technology implementation.
  • Lead the development and implementation of standardized policies, procedures, and templates for document creation, publishing, and archival.
  • Promote adoption of standard practices by guiding stakeholders through structured change management and communication efforts.
Program and Project Management
  • Manage a portfolio of initiatives aimed at improving documentation management systems and workflows, engineering system upgrades, metadata model improvements, templates restructuring, and platform enhancements.
  • Oversee resource planning, risk management, stakeholder reporting, and progress monitoring for all Engineering Library initiatives using both predictive and agile methodologies, depending on the nature of the initiative.
  • Coordinate cross-functional input for process reengineering initiatives tied to the Engineering Library.
  • Monitor progress and report status to the ERDM Unit Chief and other Agency leadership as needed.
Education, Qualifications, and Experience Required
  • Must possess a bachelor’s degree in Engineering, Architecture, or a related technical field from an accredited institution.
  • Minimum 5 years of experience managing cross-functional teams, including direct supervision of staff in technical or operational roles.
  • Demonstrated experience working in a public agency or utility, managing process documentation, policy development, or organizational transformation initiatives. Prior PA experience or understanding is highly desirable
  • Demonstrated expertise in managing SharePoint environments, including development coordination, permission structures, metadata models, and workflow integration.
  • Experience in project and program management, with knowledge of both traditional and agile methodologies. Certification in Project Management (e.g., PMP, PMI-ACP) or Digital Transformation.
  • Proficiency in Microsoft Office 365 tools (Word, Excel, PowerPoint, Visio) and familiarity with enterprise content management systems such as OpenText.
  • Knowledge of content governance practices, documentation standards, and public information security protocols.
