Brief Description

Under the direction of the Information Technology Manager (ITM), general responsibilities include installing, maintaining, and supporting computer communication networks within the JTA. Ensures the smooth operation of communication networks in order to provide maximum performance and availability for the users.

  • Assist the ITM with planning the future roadmap of the network
  • Supports all network equipment (routers, switches, UPS, phone systems, WAPs, Wireless Controllers, wireless sensors, SFP/QSFP), network support equipment (DNA Center, DNA Spaces, DCNM, DNA Spaces Connector, Cisco Vision, LAN Sweeper, PRTG, DDI solutions, such as Infoblox), and security hardware solutions (firewall, intrusion detection, ISE, Stealthwatch, access controls lists, port security).
  • Provide recommendations for server/network hardware and software infrastructure expansion.
  • Installs supports and maintains server/network hardware and software infrastructure.
  • Work with the Systems Engineers, and Security Engineers to perform server and device hardening.
  • Provide monitoring and reporting of network usage.
  • Maintain, troubleshoot and configure routing using BGP/iBGP, OSPF, and static routes.
  • Support and maintain DCI using OTV and/or VXLAN.
  • Work with organizational partners to ensure the most effective use of the agency’s money when expanding our network.
  • Configure the connectivity to remote sites.
  • Assists System Engineers to ensure the optimal use and performance of servers and network devices.
  • Suggests and provides IT solutions to business and management problems.
  • Ensures all IT equipment complies with industry standards.
  • Performs a root cause analysis (RCA) on all network outages.
  • Undertakes routine preventative measures to implement, maintain, and monitor network security, particularly if the network connects to the internet.
  • Provides training and technical support for users with varying levels of IT knowledge and competence.
  • Performs upgrades, sustains, and maintains areas of network operations. This could include tasks associated with work with, Outlook (including Web Access), Active Directory, DHCP, DNS, NAT, VPN, SAN, NAS, Firewall, backup, and recovery data traffic management.
  • Maintains/upgrades/analyzes/troubleshoots network to minimize network downtime.
  • Provides supervision to assigned staff as needed.
  • Plans and implements future IT developments and undertakes related project work.
  • Monitors the use of the web by employees.
  • Monitors, installs, and configures network device hardware and data communication systems throughout the LAN, MAN, and WAN.
  • Isolates issues and provides solutions including forward looking design and new architecture solutions.
  • Analyzes bandwidth usage and forecasts future requirements.
  • Troubleshoot multiple Internet of Things (IoT) Devices and data flows.
  • Monitor and troubleshoot multiple Intelligent Transportation Systems (ITS) connectivity solutions, such as, Totems (road-side kiosks), Ticket vending machines (TVM), Traffic signal boxes (TSB), Public information display systems (PIDS), Digital audio delivery systems (DADS), Automated transportation systems (ATS), Digital media players (DMPs) and digital signage, Networked PA systems & phone systems, Networked Radio systems.
  • Perform other duties as assigned.

Minimum Qualifications

  • Associates degree is minimum required education for this role.
  • Preference given to Information Technology, Computer Science, Management Information Systems degrees, and/or other related field.
  • Preference given to advanced degrees beyond an Associates.
  • Preference will be given to industry certifications (e.g., CCIE, CCNP, MCSE, CISSP, AWS Solutions Architect, etc.).
  • Minimum of 5 years working in a Network Engineer, Network Administrator, or related role.
  • Minimum of 3-5 years in an IT end-user support role.

Preferred Qualifications

  • Experience with various protocols such as VRF, VPC, VDC, OSPF, BGP, OTV/VXLAN, dot1x, etc.
  • Experience working with Performance Monitoring Software (Netbrain, AKIPS, DNA Center, DCNM, etc.).
  • Experience deploying, supporting, and testing network redundancy and Disaster Recovery solutions.
  • Excellent customer service, written communication, and interpersonal communication skills.
  • Experience with TCP/IP, UDP, DNS, DHCP, IPAM, Multicast routing, enterprise LAN/MAN/WAN environments.
  • Experience with Remote Management Solutions (Citrix, Terminal Services, SecurCRT/Putty, console managers).
  • Experience with preparation of documentation maintaining issue tracking knowledge bases.

  • Cisco Certified - CCNP
  • Cisco Certified - CCIE
  • CompTIA Security+
  • Certified Information Systems Security Professional (CISSP)
  • Certified Ethical Hacker (CEH)

Knowledge, Skills And Abilities

  • Understanding of enterprise level networking concepts, function, protocols and connectivity solutions for the LAN, MAN, and WAN environments.
  • Advanced knowledge of DNS, TCP/IP, DHCP, sniffers, protocol analyzers, QoS, NAT, Routing protocols such as, OSPF, BGP, VoIP protocols such as, SIP, H323, Avaya CM 6.3, NAC, Endpoint management, Network Management software, SSL VPN, IPsec, GRE, and PPTP.
  • Working knowledge of Windows Operating Systems and Virtual Machine environments.
  • Advanced networking infrastructure skills to manage switches, cabling, wireless, routers, and other network related peripherals.
  • Ability to work independently as well as part of a team.
  • Strong research, creative solution making and problem-solving ability.
  • Ability to work evenings, weekends, and on-call as needed.
  • The ability to handle multiple tasks concurrently, moving from task to task without loss of efficiency and composure.

Work Environment/Physical Demands

The Network Engineer III works within an office environment where the noise level is generally quiet. This role may be required to work nights, weekends, and/or holidays depending on the circumstance(s). Physical demands may include:

  • Sitting and/or standing for prolonged periods.
  • Performing repetitive motion.
