The North Carolina Association of County Commissioners (NCACC) is seeking a Government Relations Manager tomonitor and engage with state legislative, state executive branch, and federal issues to advance policy goals adopted by the membership and safeguard county interests. This role communicatestimelyand relevant information to members and performs related duties as assigned. Work is performed under the general direction of the Director of Advocacy and Policy, with a strong understanding of state statutes and regulationsrequired. ESSENTIAL DUTIES AND RESPONSIBILITIES Collaborate with Director of Advocacy and Policy staff to track state and federal issues of importance to North Carolina Counties and to implement the NCACC Legislative Goals as adopted by the Board. Plan, design, and coordinate legislative and governmental affairs in a nonpartisan manner in order to effectively advocate for legislation and policy that positively impacts all 100 counties. Coordinate, lead, and collaborate with key county contacts, legislators, and staff to promote legislation, guide bills through the legislative process and advise on necessary legislative adjustments. Partner with Advocacy and Policy team to advance county interests, including assisting with the writing of the Weekly Newsletter and fact sheets. Make presentations on pertinent statewide issues affecting counties to the Board of Directors and other membership groups at various meetings, conferences and workshops, and advise association members on the impacts of legislation. Develop and maintain relationships with a diverse group of state, federal and local elected officials, policy makers, lobbyists, legislative staff, and interest groups. Other duties as assigned. Education/Experience: Five years of professional experience in lobbying, governmental relations, communications, or public relations. Master’s degree in Political Science, Public Policy, or a related field, preferred. Knowledge, Skills, Abilities: Thorough knowledge of the philosophy, principles and practices of public policy administration such as the accepted methods and practices of administration and policy implementation; ability to understand state statutes and other laws and regulations; general knowledge of governmental organization and administration; ability to present ideas effectively orally and in written form; ability to conduct evaluations and prepare related reports and recommendations; ability to establish and maintain effective working relationships with Association and county officials, associates, legislators, local government administration staff, and state agency personnel. Certificates and Licenses: Valid Driver’s License.
