About the Role:

The Communications Equipment Specialist (CES) is responsible for repairing, testing, configuring, installing, and modifying electronic equipment that includes Public Safety radio systems, CCTV, intercoms, public addresses, computer-based systems, fiber optic systems, and related equipment.

Responsibilities

The Communication Equipment Specialist (CES) is responsible for maintaining, repairing, testing, configuring, installing, and commissioning electronic equipment and systems including but not limited to, Public-Address, Closed-Circuit Television (CCTV), Fiber Optics, Computer IP network-based and Radio Communication Equipment. Utilizing the latest industry technology, standards, design guidelines, and equipment, CES’s install and maintain Public Safety and Life Safety Radio Communication Systems which include a wide variety of electronic equipment.

Radio Communication Specific Work

  • Install, commission, maintain Public Safety and Life Safety wireless communication equipment and systems including but not limited to, VHF/UHF and 700/800 MHz analog and digital systems
  • Operate mobile portable radio equipment and dispatch consoles using both conventional and trunked radio technologies
  • Utilize state of the art technology equipment, programming software, and vendor-based applications
  • Install and maintain Cat5/6, Coaxial, and similar communication cables
  • Utilize communication repair tools to diagnose and repair mobile and portable radios and infrastructure
  • Perform basic networking on two-way radio systems
  • Build, calibrate, and program two-way radio infrastructure
  • Install and maintain in-building Distributed Antenna Systems (DAS) for radio communications (Wireless systems)

Communications Equipment Specialists respond to emergencies during normal workdays and off-hours, make decisions, and take necessary actions to restore equipment and systems back to service. CES’s review electrical & electronic drawings (blueprints), specifications, and prepare shop drawings as needed. CES’s assist supervisors plan projects and prepare estimates including but not limited to, time, materials, and equipment necessary for work.

Communications Equipment Specialists report to central locations either in New Jersey or New York (NYC – JFK, LGA, or World Trade Center), and then are dispatched to perform work at various Port Authority facilities throughout the New York City/New Jersey region. Shift work maybe required.

Minimum Qualifications

Candidates must be present the following qualifications to be considered:

  • High School diploma or GED from an accredited institution
  • Must possess General Radiotelephone Operator's License issued by the FCC

(Applicants without this license will be required to obtain it within six months of

employment)

  • At least three years paid work experience in the installation, maintenance, and repair of a wide variety electronic systems. Skilled in the use of radio frequency and fiber optic test equipment
  • Valid Driver's License
  • Must be able to obtain and maintain a valid Class B Commercial Driver’s License (CDL) with

the Air Brakes endorsement or higher. Applicants without a Class B CDL must obtain a

Class B CDL Permit with endorsement before their first day of work, and will be required to

obtain a Class B CDL with endorsement within six months of employment

Desired Qualifications

  • Basic knowledge of P25 Radio system administration, operation, testing, and troubleshooting.
  • Extensive knowledge of the standard practices, methods, tools, and materials used in the

testing, repair, and maintenance of a wide variety of electronic communication equipment and

systems

  • Working knowledge of FCC Rules and Regulations
  • Demonstrated familiarity with current equipment, components, and techniques used in the

land mobile radio industry

  • Previous experience in one or more of the following industries/professions: Telecom, Cellula r , Audio/Visual, Radio & Television Broadcasting, Avionics, and Military
  • Awareness of safety precautions involving electromagnetic radiation exposure

Selection Process

Qualified applicants will be invited to participate in a written test designed to measure a candidate's knowledge in areas such as:

  • General Electrical & Electronic Systems
  • Fiber Optics Systems
  • Microwave Systems
  • Closed Circuit Television (CCTV)
  • Radio Communications Theory

Successful written-test candidates will be invited to participate in a hands-on practical exam. The practical exam will measure the candidate’s knowledge, skill, and ability to work with tools, equipment, and materials used in communications system’s maintenance and repair, demonstrating professional trade practices required for this job title. Candidates will be evaluated for their ability to work at various heights.

The Practical Exam Will Also Include The Following

  • Trouble shooting and c onnecting s ecurity TV n etwork e quipment (CCTV)
  • Reading and analyzing a Distributed A ntenna S ystem (DAS) Radio Communications blueprint and perform calculation s
  • Configuration and troubleshooting a network ing system . Program and map network drive s on a windows-based machine
  • Show proficiency with test equipment and determine radio transmission characteristics

Selected candidates will be subject to a comprehensive background check and public safety background check and will be asked to provide copies of the required licenses for verification.

The starting salary for the Communication Equipment Specialist position is: $38.56. This salary is subject to the collective bargaining agreement for this position.
