Under the guidance of the Senior Manager, Public Affairs, the incumbent will be responsible for managing and maintaining relationships between Pittsburgh Water and the surrounding Pittsburgh community. This role plays a vital role in engaging with the community, addressing concerns, and promoting our brand and reputation by taking an active role in community affairs, fostering trusting relationships, and amplifying awareness of our programs and initiatives focused on public health and the delivery of safe, reliable water services.
RESPONSIBILITIES
• Implement strategies that forge strong relationships between Pittsburgh Water and the community, aligning with organizational goals.
• Act as a liaison between the organization and community stakeholders, key individuals, and other organizations.
• Lead communication efforts related to Engineering Construction projects, ensuring consistent messaging with internal/external communication strategies.
• Organize and coordinate events, workshops, public forums, and other various community outreach programs that promote services and important topics related to Pittsburgh Water.
• Develop strong and positive relationships with local leaders, community groups, institutions, and residents by maintaining clear and open communication.
• Recommend and manage community engagement strategies.
• Benchmark with other water utilities and outside organizations to ensure Pittsburgh Water is continuously improving engagement with community stakeholders and identifying emerging best practices.
• Draft and partner on development and distribution of engaging promotional communications that elevate Pittsburgh Water's brand and showcase achievements of individuals and groups within the organization.
• Facilitate response to various community concerns and inquiries following established crisis management procedures.
• Collaborate and participate directly in community meetings and events organized by the Authority or community.
• Proactively identify community issues that may impact the organization's reputation while taking steps to address them and elevate to direct manager and leadership.
• Track and analyze relevant metrics to measure the effectiveness of programs and initiatives, providing regular reports and insights to senior leadership.
• Manage the work of direct reports and other assigned project resources to ensure project deadlines are met while delivering high quality results that meet the original project objectives.
• Perform other related duties and projects as assigned.
KNOWLEDGE, SKILLS & ABILITIES
Demonstrated ability to develop and execute community initiatives successfully.
• Knowledge of local community dynamics and cultural nuances, with the ability to communicate sensitively.
• Familiarity with various communication channels and techniques involving social media, public relations, and marketing.
• Understand project management principles to coordinate community initiatives and events effectively.
• Possess the capacity to proactively self-direct their work and the work of others.
• Exhibit sound judgment, logical reasoning, integrity, and good ethics.
• Strong management skills (planning, organizing, analysis, critical thinking, problem-solving, teamwork, and employee development).
• Excellent ability to prepare clear, concise, and comprehensive written documents; communicate effectively both orally and in writing.
• Proficient in Microsoft Office applications.
EDUCATION / EXPERIENCE REQUIREMENTS:
The following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.
• Bachelor's Degree in Public Relations, Marketing, Communications, or a related field.
• Five (5) years of related experience.
GENERAL REQUIREMENTS
Applicant must present a current, valid Class C (Class 1) PA Motor Vehicle Operator's License at the time of application or prior to appointment. A valid driver's license must be maintained throughout employment.
Applicant must have permanent residency within one of the following Pennsylvania counties at the time of appointment and remain a resident within one of the noted counties throughout employment with the Pittsburgh Water: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Lawrence, Indiana, Washington, or Westmoreland.
SUPERVISION EXERCISED / RECEIVED
Will directly supervise the Education and Outreach Associate / Will receive supervision directly from the Senior Manager, Public Affairs.

MEDICAL EXAMINATION
Employment may be contingent upon the results of a post-offer (initial employment or promotion) physical examination performed by the Authority's examining physician.
DRUG TESTING
Employment may be contingent upon the results of a post-offer (initial employment or promotion) drug screening. Continued employment may be subject to randomized drug and alcohol testing conducted without advance notice and for reasonable suspicion.
PRE-EMPLOYMENT BACKGROUND INVESTIGATION:
Ability to successfully pass a thorough investigation consisting of a criminal history check, verification of prior employment and performance, reference, and credentials checks, and in some cases credit history.
