WIRELESS COMMUNICATIONS/NETWORK SPECIALIST I
ST. CHARLES COUNTY EMERGENCY COMMUNICATIONS
Starting Salary: $45,192.76 per year

JOB OVERVIEW: The purpose of this position is to support emergency communications for the public safety/first responder users of St. Charles County. Provides 1st thru 2nd tier technical support, provisioning and operation of the county-wide P25 radio system, microwave radio system, LAN/WAN networks and mobile-data system. Cross trains in functional areas to prepare for assisting with more complex technical and engineering tasks. Under general supervision, performs routine operational tasks; such as install, configure, provision, test maintain and repair equipment within the radio network and site facilities systems. Interacts with contractors and customers, conducts systems training and consults with end-users.
RESPONSIBILITIES:
Monitor the performance of the Emergency Communications System (radio, microwave, network, facility and SCADA).
Conduct incident management such as responding, identifying, dispatching, coordinating, analyzing and correcting service calls for incident/problem resolution and try to prevent future re-occurrence.
Install, configure, provision, commission, test, maintain and repair communication equipment such as radio, subscriber and network systems and site facilities systems and services such as networking, electrical, HVAC, grounding, UPS, SCADA, civil & fuel.
Conduct trouble analysis (i.e. testing, fault isolation and repair functions, logs, alarms, operational measurements).
Perform installation, preventative maintenance and corrective action on all county and/or customer owned equipment in accordance with established schedules, standards, contracts, policies, procedures, directives, and guidelines.
Interpret schematics, diagrams, flowcharts, and documentation to ensure system(s) performance including identification, isolation, and documentation of RF interference.
Maintain physical, virtual systems security and video surveillance systems (i.e. facilities security, firewalls, implementation of security protocols, standards and practices).
Utilize a variety of digital/analog radio communications and network test equipment.
Perform audits and maintain central and remote radio site facilities (e.g. electrical, grounding, HVAC, UPS, and battery subsystems).
Conduct all work in a safe manner and ensure all work areas meet applicable standards.
Occasionally direct and coordinate vendors and contractors in support of maintenance and service.
Provide support in system expansion or disparate systems modification to serve new or additional purposes, system enhancement and/or improve system optimization.
Work closely with customer base providing assistance solving radio- or network related problems, such as malfunctions, application or service problems.
Attends regular work center meetings.
Performs On-Call duties including making operational decisions when the Division Manager is unavailable.
Ensure all procedures established in the organizations Policies and Operating Procedures are adhered to.
Maintain administrative records pertaining to system and user information, discrepancies and resolutions, user assistance, maintenance schedules and regulatory data into a system management and incident tracking systems.
Upgrade and monitor the Division Calendar to assure that the weekly, monthly and quarterly schedules are met including preparation and assurance of regular system reports and system training coordination.
Assists with developing processes and policies; monitoring and managing critical assets; compliance and licensing regulations. Expands knowledge and duties to 2nd & 3rd tier level in all functional areas. May rarely make operational decisions when senior personnel are unavailable.
Assist in disaster recovery operations performance (planning, testing, response, and restoration).
Assist in conducting hardware/software analysis to provide comparative data of performance characteristics and suitability within the existing systems environment.
Assist in the research and preparation of State and Federal reporting requirements.
Routinely manage and/or coordinate projects and vendor staff.
Assists in writing documentation to describe system programming, operating procedures, and manuals for operators and users to describe installation and operating procedures.
Assists in the research of ordinances, statutes, and industry standards as necessary.
Performs other duties as assigned.
REQUIREMENTS:
Education
Associates degree in a technical field.
Certifications
Must maintain valid drivers license.
Job Experience
1-3 years of relevant experience.
Experience in radio/microwave systems or voice/data network systems administration preferred.
A combination of education, certifications, and relevant experience may be considered.
Knowledge, skills and abilities
Combination of advanced technical training in communications equipment repair/electronics preferred.
Must have strong organizational and technical aptitude and ability to multi-task.
Military training and experience will be considered.
