GRADE 130: $49,790.58 - $72,196.34 Annual Salary (Hourly $23.94 - $34.71) GENERAL PURPOSE The Public Relations and Media Specialist is responsible for fostering and promoting trust and transparency between the police department and community members. The position is responsible for developing and executing public relations strategies, managing social media presence, and serving as a liaison to the media. This position is full-time and temporary for up to one year, with the potential to become a permanent position based on success and administrative approval. ESSENTIAL JOB FUNCTIONS Develop, implement, and manage the department’s public relations strategy to enhance community engagement and trust. Create, publish, and monitor appropriate and engaging media content across the department’s social media platforms. Operate and maintain equipment used in creating media content, such as cameras, microphones, lighting, and video editing tools. Monitor social media to identify trends or strategies that can be emulated to increase the department’s exposure to the public. Monitor public sentiment; use that information to provide insight and recommendations to the department’s administration to guide communication strategies. Plan, record, edit, and publish pre-recorded briefings and video messages for distribution to the media and public. Organize and facilitate press conferences through media notification and scheduling, coordinating speakers, and serving as master of ceremonies as needed. Attend department events and activities to capture content, such as photos, videos, or interviews, for use in public relations and social media engagement strategies. Collaborate with city media and communications teams as needed or as directed by a supervisor. Participate in inter-departmental communications meetings. Know and ensure adherence to department policies and all applicable laws related to government communications. Protect privacy and maintain the confidentiality of sensitive information. EDUCATION AND EXPERIENCE REQUIREMENTS High school diploma or its equivalent. A degree in public relations, communications, journalism, marketing, or a related field is preferred. A minimum of three (3) years of experience in public relations, social media management, journalism, or a related field is preferred. Demonstrated experience in content creation, including photography, videography, and editing. Previous experience working in a government, law enforcement, or public sector environment is preferred. Any combination of experience and education that would likely provide the required knowledge and abilities may qualify. SPECIAL REQUIREMENTS Possession of or ability to obtain a Utah driver's license. KNOWLEDGE Knowledge of principles and best practices of public relations, social media management, and community engagement. Knowledge of techniques for creating engaging and professional media content, including photography, videography, and editing. Knowledge and understanding of equipment used in media production, such as cameras, microphones, lighting, and editing software. Working familiarity with popular social media platforms including (but not limited to) Facebook, Instagram, YouTube, LinkedIn, Reddit, TikTok, and X. Knowledge of social media trends, analytics, and strategies. Knowledge of legal considerations and policies relevant to public sector communications. SKILLS Effective written and verbal communication skills. Proficiency in using media production tools and software, including photo and editing programs such as Adobe Premiere, Photoshop, or similar applications. Proficiency in utilizing artificial intelligence tools to enhance media content creation, optimize social media strategies, and analyze/interpret engagement metrics. Proficiency in operating media equipment, including cameras, microphones, and lighting systems, to create high-quality media content. Must be proficient in organization and project management. Proficient in public speaking and presentation. ABILITIES Ability to cultivate and maintain positive relationships with media representatives, community members, and department personnel. Ability to adapt and adjust communication styles and content to suit different audiences and platforms effectively. Ability to work both independently and collaboratively to meet deadlines and achieve common goals. Ability to think creatively to develop innovative solutions for enhancing public engagement and trust. Ability to handle sensitive or confidential information with discretion and sound judgment. Ability to stay current with emerging trends and technologies in public relations, media production, and social media engagement. WORKING CONDITIONS & PHYSICAL REQUIREMENTS Work is primarily performed in an office environment but may involve fieldwork at outdoor events or locations. May occasionally be required to work in various weather conditions, including extreme heat, cold, wind, rain, and ice. Frequent use of standard office equipment, including computers, phones, and media production tools. Occasional lifting, carrying, or moving equipment weighing up to 35 pounds. Prolonged periods of sitting, standing, or walking. Flexibility to work evenings, weekends, or holidays as required for press conferences, events, or emergency communications. Visual and auditory acuity sufficient to operate media equipment and review content for quality and accuracy. Must possess the visual ability to see clearly at both near and far distances and to adjust the eye to bring an object into sharp focus. Additionally, the following physical abilities are required: standing, walking, sitting, using hands and fingers to handle or feel, reaching with hands and arms, climbing, balancing, stooping, kneeling, crouching, talking, and hearing. CRIMINAL HISTORY BACKGROUND CHECK The successfully selected applicant must pass a background check. MOTOR VEHICLE REPORT The HR office will obtain the driving record of a successful applicant. EDUCATION REQUIREMENT Successful applicants must submit a copy of the above education requirements when requested.
