Senior Information Technology Specialist
The primary purpose of this position is to serve as a senior Information Technology (IT) Specialist with responsibility for designing, writing, testing, debugging, and maintaining complex applications software/database systems and analyzing and defining data requirements and specifications that meets functional requirements for the Air Force Life Cycle Management Center. Responsibilities: Software Development & Systems Integration: Responsible for testing, troubleshooting, and correcting system and applications software discrepancies for AFLCMC. Designs, writes, tests, debugs, and maintains software applications that meet customer needs. Translates technical specifications into integrated applications using programming languages such as Python, R, JavaScript, MATLAB, SQL, JAVA, SAS, C/C++, or COBOL. Integrates hardware, software, and computer-related services to provide comprehensive system solutions. Develops utility programs to isolate problems between hardware, database management systems, and applications software. Applies computer-assisted software engineering (CASE) tools and current software engineering principles in the design and development process. Database Management & Analysis: Serves as planner and analyst for data management, responsible for analyzing and defining data requirements and specifications. Designs, normalizes, develops, installs, deploys, and maintains databases and associated software application tools for AFLCMC mission requirements. Applies modeling methodologies (bottom-up and top-down) using appropriate modeling types (conceptual, logical, or physical) based on audience and project requirements. Plans for database technology upgrades to maintain currency with emerging technologies. Ensures interoperability, security, backup, and recovery of management information systems. Applications Software Development: Analyzes, develops, and refines applications software for the Center. Consults with managers and functional users to develop unique requirements meeting IT demands. Performs system analyses to determine functionality, enhancement needs, and replacement requirements. Develops design alternatives ensuring acquisition strategy objectives, reduced life cycle costs, and high quality standards. Codes, tests, debugs, and documents application procedures while devising testing routines to ensure digital security systems protect sensitive information. Technical Communication & Project Coordination: Participates in discussions, meetings, committees, and special projects while presenting briefings and preparing recommendations and reports. Provides clear, concise presentations addressing technical issues and solutions. Prepares reports with recommendations for software acceptance/rejection and provides input for operator manuals and instructions. Conducts analysis of functional requirements and change proposals to determine feasibility for new applications or modifications to existing systems. Reports work accomplishments, problems, and progress to leadership while ensuring mission and business strategy alignment. Travel: Work may occasionally require travel away from the normal duty station on military or commercial aircraft. Incumbent must be willing and able to travel approximately 10-25% of the year. Requirements: Conditions of Employment: Qualifications IAW OPM Qualification Standards IOR for Information Technology (IT) Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Additionally, I have IT related experience that demonstrates each of the four competencies listed here: Attention to detail Customer service Oral Communication Problem solving Knowledge, skills, and abilities (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of IT systems analysis, applications software concepts, security methods, and development life cycles to evaluate, design, write, test, debug, and maintain complex information systems while ensuring integration with existing database environments. Knowledge of IT management information systems to isolate hardware/software problems, measure system performance, extend operating system capabilities, and support organizational operations. Knowledge of software development techniques and data management concepts to design, develop, code, test, and debug large-scale programs while optimizing database processes and system effectiveness. Ability to gather facts, assess requirements, apply design tools, and solve complex computer software problems using analytical and evaluative methods. Ability to communicate effectively orally and in writing with management officials, IT specialists, and end users to coordinate activities and provide training and support. Part-time or unpaid experience: Credit will be given for appropriate unpaid and/or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
