Position Overview:
A Communications & Engagement Specialist, under the supervision of the Sr. Manager/PIO, will create audio, video, and graphic design, as well as written communication projects or any other projects needed to benefit the Public Engagement team within the Community Engagement & External Affairs Division. There will be assignments or projects in which the Communications & Engagement specialist will need to work in a group or, at times, will need to work independently.
Job Duties:
- Responsible for photo, video, and audio production projects supporting the needs of OCE.
- Develops digital video supporting the OCE brand and creative vision, field, postproduction, written, or any other projects assigned by the Sr. Manager/Public Information Officer, Chief of Staff, or direct supervisors.
- Requires the ability to operate photo, audio, software, and video production equipment to perform duties as needed.
- Other duties as assigned, including special tasks involved in responding to an emergency event.
- Ability to work well with the public and colleagues.
- Knowledge of audio/video production equipment, including AVCHD video cameras, DSLR, live P.A. systems, projectors, and computers. And computers.
- Ability to lift to 20 pounds and bend & stand for long periods at a time.
- Ability to drive to and from different locations during business hours or after hours.
- Update the OCE webpage and compose social media materials and posts, as needed.
- Must have strong written and oral communication skills.
- Perform additional tasks and duties as assigned, and must be capable of working under pressure and meeting all deadlines.
- Proficient in Adobe Creative Suite, including InDesign, with the ability to create a wide range of graphic content such as flyers, banners, logos, and other design materials as needed.

Education:
- Associate's degree in communications, journalism, graphic design, or a related field.
Experience:
Knowledge, Skill & Abilities (KSAs):
- Ability to write professionally at a high level; prior AP-style writing experience required.
- Basic photography/photo editing skills.
- Experience using a content management system
- Ability to understand the media environment to facilitate accurate and timely dissemination of information to the
- public.
- Ability to handle highly sensitive and confidential information at all times.
- Ability to work independently with limited supervision, relative autonomy, and general review.
- Ability to self-start; assume ownership in setting goals.
- Requires strong knowledge of office-related and communication software
- Proficient in Adobe Creative Suite, including InDesign, with the ability to create a wide range of graphic content such as flyers, banners, logos, and other design materials as needed.
- Utilize good time management skills and effectively prioritize and manage multiple tasks/initiatives.

Education:
- Bachelor's degree in communication, journalism, or related field..
Experience:
- A minimum of seven (7) years of experience.
Knowledge, Skill & Abilities (KSAs):
- Experience using the Adobe software suite for design
Position Type and Typical Hours of Work:
- Full-Time | Regular | 40 hours per week.
- Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.
- This position is Safety Sensitive and subject to random drug and alcohol screening.
Salary: Commensurate with experience, based on 26 pay periods.
Physical Demands and Environmental Exposure:
Work is generally performed indoors in a normal office environment with acceptable lighting, temperature, air conditioning, and noise levels, as well as outdoors as dictated by public engagement needs. Extensive use of a video display terminal (computer monitor). May be exposed to fluids, compounds, or chemicals used in office environments and outdoor project areas.

This position involves the communications and information management of a department or division. It typically requires interaction with organizations and individuals outside of Harris County. The typical work routine is eight-hour days, Monday through Friday, but also includes early morning, evening, weekend, emergency, and holiday work.
