The Opportunity: ECM / Records System Analyst The Alderwood Water & Wastewater District (AWWD) is seeking a full-time ECM / Records System Analyst for its Administration, Technology & Finance Department. Located in the fast-growing Puget Sound region, AWWD is focused on the expansion, maintenance, and replacement of its critical infrastructure. AWWD currently employs 170 employees, and the ECM / Records System Analyst will provide professional and technical expertise to analyze, troubleshoot, enhance, and maintain the District's electronic records management system and manage related projects for the District under the direction of the IT Manager. This role involves analyzing business practices, configuring our records management system, and delivering user training. You will ensure that the system is aligned with industry and state regulatory retention guidelines, allowing for organized, compliant management and disposition of records. Your responsibilities will also include system maintenance, testing, and addressing escalated issues. We seek a candidate well-versed in state and industry regulatory requirements for records retention and disposition, particularly with Washington State retention schedules for Local Government Common Records (CORE), Utility Services, and Land Use Planning and Permitting. The ideal candidate will be an effective communicator who builds trust through positive, professional relationships and is dedicated to community and teamwork. Strong analytical and problem-solving skills are essential for facilitating discussions that capture requirements and envision the desired future state. The most competitive applicants will have experience of managing Enterprise Content Management systems, preferably OpenText, and a solid understanding of change management and information technology best practices. Desirable certifications include those for Records Management, such as ARMA or AIIM, Business Process Analysis, and/or Project Management. The pay range for this position is $86,757 - $116,251 annually, with a starting pay range of $86,757 - $100,464 dependent upon experience and qualifications.
