Veterans Management Services, Inc. (VMSI), a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Sterling, VA, is seeking a Senior Proposal Writer to join our corporate headquarters team. This highly visible role will drive the development, management, and writing of competitive proposals that directly support VMSI’s growth strategy and service offerings.

As a Senior Proposal Writer, you will collaborate closely with executive leadership, business development, recruiting, and teaming partners to deliver high-quality, compliant, and compelling proposals. The role requires an inquisitive, detail-oriented professional who thrives in a fast-paced small business environment and is motivated to make a direct impact on organizational success.

Founded in 2009, VMSI provides government agencies nationwide with critical support services in Acquisition & Contracting, Grants & Financial Management, HR & Personnel Support, IT Services, and Administrative Support.

Responsibilities

  • Responsible for managing all aspects of proposal development from receipt of RFI/RFP through delivery.
  • Envisions the entire proposal, ties in the win themes, reviews with internal stakeholders, runs proposal meetings, and understands and manages the entire proposal process.
  • Develops and writes compelling, creative, and compliant proposal volume responses including all proposal sections/volumes.
  • Manages assigned proposal resources, writing past performance and management sections, editing, ensuring compliance, resolving issues, coordinating among key stakeholders, and analyzing solicitations.
  • Analyzes technical requirements of RFPs, RFQs, RFIs, SSNs, White Papers, and other client solicitations.
  • Authors appropriate proposal sections and help design graphic concepts.
  • Establishes and maintains communications across internal and external teams, including subcontractors, using collaborative tools such as SharePoint and Microsoft Teams.
  • Coordinates with the contracts and pricing team on cost and contractual volumes to ensure appropriate schedules and inputs.
  • Monitors and remains current on bid amendments and modifications.
  • Assists with opportunity research through a variety of resources: Sam.Gov, GovTribe, GovWin, eBuy, internal BD resources, and teaming partners.
  • Manages proposal schedule and pipeline.

Qualifications

  • 5+ years of related experience writing/managing and developing proposals valued at $1M and larger in a government contracting services environment.
  • Previous experience working for a small business (SB) government contractor such as SDVOSB, 8(a), WOSB, etc.
  • Proficient in Word, PowerPoint, and Excel, and other applicable software.
  • Ability to prioritize and manage several projects simultaneously.
  • Ability to work under pressure, attention to detail, and adherence to deadlines.
  • Experience independently defining, scheduling, and managing the proposal preparation process throughout the full proposal lifecycle.
  • Must be able to understand and analyze the details of an RFP/RFQ/SSN/etc.
