Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy. Responsibilities
- Develops and designs communications-centric solutions to meet mission demands for the Global Mission Communications Programs Division (GMCPD) and the Emergency Communications Network (ECN) Program at the Remote Sensing Laboratory–Nellis.
- Participates in GMCP and ECN Program drills, exercises, and real-life CONUS/OCONUS missions.
- Troubleshoots the installation, operation, build, and maintenance of mission response infrastructure equipment, software, hardware, video teleconference, audio-visual and next generation communications kits.
- Is familiar with current satellite, voice, video teleconference, data communications, and/or cybersecurity policies and practices.
- Suggests engineering change requests for acquisitions and integration of program-related equipment and software.
- Designs and implements network systems supporting ECN programs and projects, including installation, operation, and maintenance of the network infrastructure.
- Installs, configures, troubleshoots, and maintains network CISCO infrastructure software and hardware.
- Identifies, defines, and documents network infrastructure requirements and recommends solutions to management.
- Develops, executes, and tracks the performance of security measures to protect information and network infrastructure and computer systems.
- Provides technical expertise and guidance to cyber and data operations engineering teams to ensure network designs and implementations are integrated.
- Collaborates with cross-functional teams to ensure network architecture and maintenance requirements are incorporated into data systems and cyber design, development, and implementation processes.
- Stays updated on the latest technologies, industry trends, and security threats, and provides recommendations for improving the network.
- Provides cybersecurity guidance and support throughout the IT system lifecycle.
- Collaborates with outside cybersecurity interests such as Counterintelligence, other DOE sites, US-CERT, and law enforcement.
- Assists in researching, compiling, and analyzing technical data.
- Assists the other senior engineering staff with the execution of their duties and with data calls and FISMA reporting.
- Performs other duties as assigned by management.
- Participates in the Deployment Authorization Program (DAP) for emergency response and temporary duty location (TDY) for non-emergency response travel.
- Participates in training activities and exercises; may serve as an emergency responder as job dictates.
- Supports national emergency response groups’ drills, exercises and real-world events through on-call availability and travel via commercial and military aircraft when required.
- May travel as part of an installation or restoration team and may be deployed with national emergency response groups when required.
- Promotes project management best practices and continuous improvement.
- Develops and complies with validation requirements, standard operating procedures, and change control maintenance for the product lifecycle.
- Works within change control and ticketing system environments.
- Participates in after-hours support pool; requires evening and weekend availability.
- Documents adjustments to hardware and software components and provides documentation for new systems as needed.
- Develops and maintains procurements, procedures, documents, inventories, and reports to ensure compliance with DOE Orders and company procedures.
- Helps maintain processes, plans, vehicles, equipment, and systems in a deployment-ready status.
- Establishes working relationships with client and vendor organizations as required.
- Interfaces professionally with clients, outside businesses, governmental, tribal, and military agencies as required.
- Mentors junior staff as required and contributes to a productive, respectful work environment with excellent customer service.
Qualifications
- Bachelor’s degree in a computer-related field or equivalent training and experience; at least 5 years of related experience.
- Cisco Certified Network Associate (CCNA) certification required.
- Experience with Cisco network hardware (routers, switches, and firewalls) required.
- Preferred certifications include CCNP (Routing and Switching), CCDA, SolarWinds Certified Professional (NPM/NCM/NTA), CISSP.
- Desired working knowledge of ECN program, NNSA mission, and communications support.
- Deep understanding of networking protocols and technologies (IPSEC, HSRP, BGP, OSPF, 802.11, QoS, SD-WAN).
- Hands-on experience with monitoring, diagnostics, and analytics tools (e.g., Cisco DNA Center, SolarWinds).
- Ability to design and implement network infrastructure based on organizational requirements; experience with network hardware/software configuration.
- Excellent problem-solving, analytical, oral and written communication skills.
- Ability to document network configurations, processes, and procedures; provide network engineering support and training to team members; multitask effectively.
- Professionalism in interacting with clients and maintaining confidentiality.
- Location: Remote Sensing Laboratory, Nellis (RSL-N) on Nellis Air Force Base, Las Vegas, Nevada.
- Work schedule options: 4/10s, 9/80, or 5/8s; on-call duty and non-standard hours availability required.
- Pre-placement physical examination including drug screen; MSTS substance abuse policy with random testing.
- Must possess a valid driver’s license.
- DOE security requirements: U.S. citizenship; ability to obtain and maintain a DOE Q-level security clearance; background investigation; potential polygraph review; reference DOE Order 472.2 and 10 CFR Part 709/707 requirements.

Annual salary range for this position is: $95,139.20 to $142,708.80. Starting salary is determined based on the position market value, candidate education and experience, and internal equity.
