Position Overview

This is an internal announcement for two (2) Program Analysts, one (1) GS-0343-12 and one (1) GS-0343-13, in the South Atlantic Division, Jacksonville District, Programs and Project Management Division.

Position Title: Program Analyst

Who May Apply: These positions are only open to CURRENT, PERMANENT USACE EMPLOYEES. You must be a GS-11, GS-12, or GS-13 to qualify.

Responsibilities

  • Oversee the updating of quarterly cost share reports.
  • Use Excel to balance cost share records before Resource Management closes the records.
  • May attend PDT meetings for various projects.
  • Coordinate with Resource Management Division on the return of the non-Federal Sponsor funds.
  • Initiate the opening of new Cost Share records using the signed project agreements.

Other Essential Information

  • Serves as the Cost Share Manager for the Ecosystems Branch, Water Resources Branch, and Program and Project Delivery Support Branch with the area of responsibility in the State of Florida.
  • Responsible for the formulation, justification, and execution, tracking and monitoring of the Jacksonville District's Civil Works Mission.
  • Responsible for tracking, monitoring, processing, and recording all incoming Work in Kind (WIK) requests from the non-Federal Sponsor.
  • Reviews civil works program criteria, real estate plans, design documents, cost share agreements, and proposed scope and cost changes.
  • Coordinates with Real Estate Division to ensure proper documents are provided before submitting Lands, Easements, Right of Ways, Relocations, and Disposals (LERRD) amounts to be recorded to Resource Management (RM).
  • Provide information to RM to record LERRD amounts on the correct cost share record.
  • Responsible for answering any Test Plan audit reviews from RM and Headquarters, USACE staff.
  • Prepare correspondence for the project manager to sign with details about the project cost share record.
  • Coordinates the budgeting of assigned programs/projects stated in terms of Work Classification Code, phases, and cost share.
  • Prepares project financial status updates through monthly obligation/expenditure reports to project managers and project stakeholders/sponsors.
  • Responsible for interpreting directive requirements of all WIK for the Cost Share program information requests and for interpretation and application of regulations relating to Civil funds, automated funds management systems, civil programming, and fiscal matters related to the Cost Share program.
  • Provides advice on all aspects of the interpretation and application of guidelines for the various agency budget programs.

  • This position may be eligible for situational telework.
