Overview
Proposal Manager/Proposal Writer - Corporate at Insight Technology Solutions. This role leads corporate proposal efforts, primarily responding to large IDIQ bids, Task Orders under existing contract vehicles, and other solicitations. The ideal candidate will act as the central point for internal proposal development, coordinating input from service delivery teams to produce clear, compelling, and compliant responses.
Responsibilities
- Lead the proposal development process in a Shipley-based framework from bid decision through award.
- Direct proposal development teams to improve customer focus, quality, and professionalism of proposals.
- Work in a fast-paced environment with matrixed teams across the company.
- Own the process for large, complex proposals ensuring accurate, high-quality, and timely submission.
- Enforce the proposal development process, schedule proposal meetings, assign resources, and support CGO/Capture Managers with resource planning.
- Serve as a subject matter expert for proposal development tasks throughout the lifecycle.
- Provide training on proposal development techniques, strategies, and capabilities for less experienced personnel.
- Maintain proposal libraries and artifacts aligned with Insight’s latest service catalog.
- Support Capture Teams with pre-RFP documents for strategic RFIs and Sources Sought notices.
- Coordinate with Capture Teams to understand client strategy, win themes, and the overall story of the proposed solution.
- Advise on solution needs, capability gaps, risks, and issues; collaborate to resolve them.
- Coordinate strategy, approach, and deliverables with the bid/capture team.
- Develop compliance matrices, proposal templates, data calls, and other administrative artifacts.
- Lead kickoff meetings and color reviews with Review Team Leads to improve proposal quality.
- Oversee post-submission activities including BAFOs, final revisions, and responses to clarifications/deficiencies.
- Prepare and present oral and written reports for executive management.
- Provide leadership and coaching to less experienced personnel.
Qualifications
- Minimum 8 years of experience managing all aspects of Federal proposal development.
- Experience managing federal prime proposals and leading end-to-end proposal development with internal teams and subcontractors.
- Experience leading full lifecycle proposal development using Shipley-based processes (pre-RFP solution development, outlines, schedules, writing assignments, past performance, color reviews, submissions).
- Experience collaborating with Growth Leads, CGO, BD, Division Leads, SMEs, external consultants, and other writers to develop persuasive solutions.
- Proven ability to lead teams and manage multiple writers and subcontractors.
- Experience with Solution Architects to develop technical solutions for proposals.
- Experience managing oral presentations, demonstrations, or video proposals.
- Experience developing standardized proposal tools, templates, and processes.
- Excellent written and verbal communication skills across all levels.
- Proficiency with Microsoft Word (Styles), Excel, PowerPoint, Adobe Acrobat, and Creative Suite; strong desktop publishing skills.
- Experience with SharePoint and managing permissions.
- Strong problem-solving, decision-making, and organizational skills.
- Ability to prioritize multiple proposals and work independently within large teams.
- Experience leading past performance narratives, technical and management approaches.
- Experience using AI and LLMs to develop technical solutions.
