As the Outsourcing Improvement Analyst at Newport News Shipyard, Huntington Ingalls, you will be on a dynamic team providing technical and programmatic support to the VIRGINIA Class Submarine Program (PMS450), the COLUMBIA Class Submarine Program (PMS397) and the U.S. Navy’s Team Submarine Program Offices, supporting the Chief Transformation Office in Newport News, VA. Team Submarine’s Submarine Program Offices are responsible for the acquisition of New Construction Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy’s newest class of nuclear attack and ballast missile submarines. PMS450 is the acquisition program office for the New Construction of Attack Submarines and PMS397 is the acquisition program office for the New Construction of Ballistic Missile Submarines.

In this role, you will:

  • Ensure the successful execution of the construction outsourcing strategy that the two shipbuilders are currently executing.
  • Be responsible for ensuring outsourcing to Submarine Industrial Base is executed to support construction spans to deliver two Virginia Class Submarines and one Columbia Class Submarine.
  • Support the management and execution of technical and design requirements for new and ongoing submarine shipbuilding programs.
  • Process analysis and optimization: analyze existing shipbuilder outsourcing plans to identify inefficiencies and areas for improvement.
  • Develop and implement strategies to streamline operations and enhance productivity.
  • Accelerate approvals of work instructions, drawings, and/or purchase orders and transfer to Focus Factories and/or suppliers.
  • Ensure plans to supply shipbuilder-provided material to Focus Factories and/or suppliers support the construction schedules of Virginia and Columbia programs.
  • Lead and manage improvement projects from conception to completion, on time, within scope and budget.
  • Coordinate with multiple departments and stakeholders to achieve project objectives.
  • Work closely with engineering, production, quality assurance, and other relevant departments to implement outsourcing initiatives and align with overall business goals; identify opportunities to grow outsourcing initiatives.
  • Manage change effectively by communicating with shipbuilder and government staff at all levels, promoting a culture of continuous improvement and integration.
  • Be responsible for improvement and acceleration tasks.
  • Implement digital tools for real-time tracking of production activities to increase transparency and efficiency.
  • Introduce automated solutions in repetitive and labor-intensive tasks to improve accuracy and free up workforce for high-value activities.
  • Enhance material handling processes to reduce waste and improve inventory management.
  • Streamline communication channels.

Qualifications

To be successful in this role, you will have:

  • An active or current DoD Secret clearance.
  • US Citizenship.
  • Bachelor's Degree in Engineering, Industrial Engineering, Business Administration, or a related field; or an Associate's Degree with 2 years of additional experience, or a High School Diploma/GED with 4 years of additional experience in lieu of a bachelor’s degree.
  • 8 years of experience.
  • Project/Program management experience or similar/related experience.
  • Experience in a process improvement or operations role, preferably within the maritime or manufacturing industry.
  • Experience working in a multi-disciplinary team with systems engineers, electrical/electronics engineers, acquisition professionals, and logistics/sustainment professionals to achieve program outcomes.
  • Strong quantitative, analytical and conceptual thinking skills.
  • Understanding of Lean, Six Sigma, or other process improvement methodologies; excellent project management skills with the ability to lead cross-functional teams.
  • Proficiency in data analysis and ability to interpret complex datasets.
  • Strong communication, presentation, and interpersonal skills.
  • Ability to think strategically and execute tactically.
  • Commitment to safety, quality, and continuous improvement.
  • Ability to facilitate and coordinate efforts with key government and non-government stakeholders.
  • Ability to work with minimal supervision and in time-sensitive environments.
  • Ability to act as the technical owner for complex components and assemblies, including stakeholder engagement, requirements definition, roadmap management, team coordination, design, implementation, sustainment and evolution.
  • Ability to learn and grow, while mentoring junior team members and building team cohesion.
  • Ability to analyze mechanical designs through review of design artifacts.
  • Flexibility with regard to job specification and schedules.
  • Active-Duty experience in the submarine service preferred.
  • Ability to interact with senior management on complex technical issues.
  • Experience traveling up to 25% of the time and some travel outside the DC area may be required.

Additional desired experience and skills:

  • Submarine construction experience
  • Technical knowledge of SUBSAFE program
  • Submarine engineering experience is a plus
  • Recent experience in Team Submarine
  • Active NNPI account and CAC
  • 10+ years of experience with Navy acquisition and Submarine Programs
  • Experience leading a project and interfacing with an end item customer
  • Knowledge of Program Management, including the acquisition process, budgeting process and Navy program execution
  • Experience in Naval Nuclear Propulsion Program is highly desirable
  • Familiarity with fluids and thermodynamic analysis
  • Experience in DoD or DoN environments is preferred
  • Experience supporting a submarine acquisition program
  • Self-motivated, well organized with strong PM skills; able to work independently and in a team
  • Support in providing engineering manager support for NAVSEA, Department preferred
  • Experience leading weekly meetings with ship builders and suppliers regarding actions and statuses
  • Experience reviewing design specifications, resolving technical issues, and documenting technical information
  • NAVSEA and SUPSHIP audit support experience is preferred
  • General knowledge of submarine requirements in engineering
  • Ability to apply technical principles in structural design and analysis with guidance
  • Ability to work in a collaborative environment with multidisciplinary teams

Salary range: $103,977.88 to $173,296.47; actual offer will reflect the candidate's experience and skills in alignment with local laws regarding pay transparency.
