Project Overview:
Innosoft is the prime contractor for MD Benefits (formerly MD THINK), supporting the management, design, development, testing, and implementation of this strategic Information Technology (IT) program. Maryland Benefits is seeking an agile development resource team with required skill sets to build and/or maintain the Maryland Benefits infrastructure/platform, applications development, data repositories, reports and dashboards and support activities related to network services and system operations.
The Shared Data Platform (SDP) is designed as a cloud-based, data-centric infrastructure to support scalable, flexible, and integrated data operations. It empowers self-service and accelerates data-driven decision-making across the enterprise. Key strategic goals include establishing a mature data infrastructure that balances analytics and business intelligence, enabling iterative learning and actionable insights, and fostering a "Data Center of Excellence" (DCoE) to govern and enhance data-driven processes. The SDP also prioritizes the delivery of trusted information and the streamlined onboarding of State Agencies to the Maryland Benefits platform through standardized procedures, ultimately driving operational efficiency and measurable business value. The "Data Platform - Automation" team plays a critical role in achieving these goals by supporting the "Data Platform - Engineering" team.
Duties/Responsibilities:
Bring best practices in human centered design to support initiatives across the state to holistically improve users’ end-to-end experiences with state services. Be a champion for user needs and guide designers, researchers, content strategists as well as technical teams on projects with state agencies. Engage with stakeholders across organizations in order to build customer understanding, solve challenging problems, and empower teams to collaboratively develop metrics, measuring results, and integrate new methodologies optimizing customer experience and program performance. Communicate user research findings and insights through appropriate artifacts including personas, journey maps, wireframes and prototypes.
- Conduct user research, including interviews, surveys, and usability testing, to gather insights into user behaviors, preferences, and pain points within the shared platform environment.
- Analyze research findings and translate them into user personas, user journeys, and design requirements that inform the design process.
- Design intuitive and visually appealing user interfaces for various applications and tools within the shared platform, ensuring consistency, accessibility, and adherence to design standards and best practices.
- Collaborate with developers and technical teams to ensure that design solutions are technically feasible, scalable, and aligned with performance, observability, and security requirements.
- Participate in designing and implementing data governance and security measures, ensuring that user interfaces promote data integrity, privacy, and compliance with relevant regulations.
- Develop and maintain design systems, style guides, and pattern libraries to ensure consistency and efficiency across the shared platform's user interfaces.
- Conduct usability testing and gather user feedback to improve and refine the user experience, addressing performance, stability, and observability issues.
- Collaborate with cross-functional teams to ensure design solutions align with business goals, technical constraints, and stakeholder requirements.
- Stay up to date with industry trends, emerging technologies, and best practices in UX/UI design, accessibility, and user-centered design principles.
Requirements
Education:
This position requires a Bachelor’s degree from an accredited college or university with a major in computer science, information systems, engineering, business, or a related scientific or technical discipline; or three (3) years of equivalent experience in a related field. (Note: A Master’s degree is preferred.)
General Experience:
- The proposed candidate must have a minimum of five (5) years of experience in user experience and service design.
- Five-plus (5+) years of experience in UX/UI design, with a strong portfolio demonstrating user-centric design solutions.
- Proficiency in design tools such as Figma, Adobe XD, Sketch, or similar software.
- Strong understanding of user research methodologies, usability testing, and design thinking principles.
- Experience in designing complex systems, data-driven applications, and enterprise software.
- Knowledge of accessibility standards and guidelines (e.g., WCAG, Section 508).
- Excellent communication, collaboration, and stakeholder management skills.
- Ability to work in an agile environment and adapt to changing requirements and priorities.
- Familiarity with front-end development technologies (HTML, CSS, JavaScript) is a plus.
Specialized Experience:
- The candidate should have experience planning and facilitating workshops, meetings and/or other interactive sessions in order to gather feedback and insight from key customers and stakeholders to determine operational needs and changes to the program.
- Experience in enterprise or data-intensive web applications.
- Understanding of user-centered design principles and accessibility standards (WCAG).
- Familiarity with design systems (e.g., Material UI, Carbon Design System).
- Knowledge of animation frameworks (e.g., Framer Motion, GreenSock).
- Exposure to low-code/no-code tools or design tokens for scalable design systems.
- Key qualifications include strong project management skills, leadership abilities, effective communication, and the capacity to identify and resolve issues while adapting to changing circumstances. Significant experience collaborating with cross-functional teams, product owners, and stakeholders is essential
- Preferred qualifications include a technical background and experience in data and AI/ML projects. Functional experience with local or government projects in Data Services (MDM/R360/EDMS), Child Support, Integrated Eligibility, Child Welfare, Adult Protective Services, Juvenile Justice, or Health and Human Services is also preferred
