Overview

This position is responsible for accounts payable and receivable functions for the Library Services Department. The incumbent processes payments to the Clerk of Circuit Court Financial Services Department for vouchers and to the Procurement Department for purchase orders and Visa charges, maintains accounting data, and supports the Library Services Department. The Accounting Clerk III performs advanced clerical, secretarial and staff assistant work. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload.

Responsibilities

  • Maintains accurate and current accounts receivable and payable files.
  • Prepares requisitions for purchase orders to procure materials, services, and supplies for the department for payment approval.
  • Verifies invoices for accuracy regarding quantities, unit prices, extension, and total amount.
  • Prepares payment vouchers for various public utilities, Constitutional Offices, and vendors for payment approval.
  • Develops and produces various reports as requested by management.
  • Monitors expenditures to ensure they stay within budget and produces reports as requested by management from the County's financial program to assess expenditures as they relate to budget for the operations of the department.
  • Coordinates P-cards for all cardholders. Reviews and allocates purchases daily. Review and reconciliation of statements monthly.
  • Process office and operating supplies orders for all Library branches.
  • Arrange registration and hotel accommodations for employees to attend classes, seminars, conferences, etc., and prepares travel requisitions and vouchers for approval.
  • Communicates with County departments and vendors regarding purchases and invoices as well as verification of required insurances.
  • Processes billing requests and refunds.
  • Coordinates Sun Pass transponders and monitors any discrepancies.
  • Tracks and monitors P-card expenses and library donations.
  • Attends quarterly Library Advisory Committee meetings, takes notes, and prepares minutes.
  • Responds to departmental public record requests and serves as a records custodian.
  • Tracks receival of intern-library loan payments.
  • Submits and tracks legal requests as directed by management and works closely with the County Attorney’s office to ensure deadlines are met.
  • Prepares forms and letters, and updates procedures and policies.
  • Serves as a back-up to team members as needed.

Special Requirements

  • NIMS IS-700, IS-800, ICS-100, and ICS-200 within 6 months of employment

Minimum Qualifications

The County allows for equivalency of education, experience, and training:

  • Associates degree or higher
    • Two (2) years of related experience in accounting, customer service, and general office or
  • High School Diploma or GED
    • Five (5) years of related experience in accounting, customer service and general office

A combination of education, training and experience may be substituted at the County's discretion.

Required Competencies

  • Proficiency with software programs such as Excel, Word, PowerPoint and other processing software.
    • Math sufficient for reconciling statements and reports.
  • Good written and verbal communications
  • Knowledge of business English, spelling, and punctuation, to prepare documents and compose letters, etc.
    • General office practices and procedures.
  • Ability to meet critical deadlines for scheduled activities with minimal direction and supervision
    • A accurately input data from hard copy to a central data base
    • Operate various types of office equipment
    • Interact with co-workers, supervisors, and the public in a professional and courteous manner

Physical Demands

  • Work is performed primarily in an office environment, with occasional noisy conditions and computer/printer noises.
  • While performing duties, the employee may sit, stand, walk, bend, talk, and hear; repetitive motion may be required.
  • Work is sedentary and may require lifting up to 10 pounds of force occasionally and/or negligible amount of force frequently to move objects.
