Overview
Lead Telecommunications Manager to oversee the design, integration, and deployment of network and data communication systems supporting the FAA BNATC program. The role is a Director level position reporting to the Executive Vice President for the FAA BNATC Team. Responsibilities
Lead the planning, integration, and deployment of telecommunications and data network infrastructure across all FAA deployment sites Maintain robust network connectivity between FAA towers, TRACONs, en route centers, and national data centers Oversee the installation and configuration of routers, switches, multiplexers, fiber/copper infrastructure, and leased telecom lines Monitor and maintain redundancy, availability, bandwidth, and latency for automation, voice, and surveillance systems Coordinate with FAA enterprise telecom teams, field techs, third-party carriers, and vendors for site activations and transitions Develop interface documentation, cutover procedures, configuration baselines, and performance validation plans Identify and mitigate risks related to network throughput, failover, and cybersecurity posture Support testing, site acceptance, and cutover readiness for each facility\'s network integration Maintain compliance with FAA standards for network security, configuration management, and operational monitoring Monitor SLAs and performance metrics (uptime, bandwidth usage, latency, failover) Verify system performance and support troubleshooting across multiple sites Develop contingency communication and emergency preparedness plans to support FAA continuity during outages, disasters, or cyber incidents Support acceptance testing, operational readiness reviews (ORR), and live cutovers Collaborate with Surveillance, Automation, and Voice Leads to enable seamless integration and system performance Ensure systems meet cybersecurity mandates, availability requirements, and NAS standards Lead technical interfaces with telecom, satellite, and integration vendors Participate in system-level design reviews, TIMs, and readiness events Collaborate with leadership and contractors to align delivery progress with program goals Execute delivery quality assurance to meet FAA standards for reliability, security, scalability, and usability Establish continuous feedback loops on current systems and evaluate emerging surveillance technologies for future-proofing Promote accountability, systems thinking, and mission focus across the technical team Qualifications
16+ years of experience in deployment and management of telecommunications infrastructure, ideally within federal or aviation environments Deep understanding of IP-based networks, MPLS, routing protocols (BGP, OSPF), and WAN/LAN design Experience delivering telecommunications modernization using Agile methodologies Proven experience operating mission-critical 24/7 projects Familiarity with FAA telecommunications services, facilities, and carrier coordination Experience with FAA telecom infrastructure (RCE, FOTS, IP-based circuit transitions) and NAS integration Experience with infrastructure cutovers, bandwidth analysis, and network troubleshooting in complex systems Experience coordinating with cybersecurity teams on compliance and hardening Experience managing large multi-site telecom implementations Strong communication, leadership, and stakeholder engagement skills Ability to evaluate and scout new technologies relevant to BNATC mission Proficiency with Jira, Confluence, Jama, and Sparx EA Experience managing geographically distributed deployment teams and large cutovers Excellent leadership and problem-solving skills Prerequisites
U.S. Citizen Ability to obtain a public trust and Top Secret clearance Preferred Experience
Bachelor’s degree in Telecommunications, Network Engineering, Systems Engineering, or related field PMP certification CCNP or CCIE certification Details
