This position, under the general supervision of the Marketing & Cultural Affairs Administrator, develops strategies to shape the organization’s online presence. Responsibilities include content strategy for the City’s website, social media platforms, e-newsletters, customer service platforms, digital advertising, and emerging methods of community engagement. The PRL Digital Media Specialist must be a strong writer and storyteller who can capture video/stills and perform basic graphic design and video editing for integration with digital content. The role involves collaborating with Parks, Recreation & Libraries staff to plan social media campaigns, maintain site standards, and ensure quality control across digital channels.
Westminster Parks, Recreation & Libraries (PRL) manages extensive parkland, trails, facilities, libraries, events, and programs for a wide range of ages and abilities.
This position is open to current City of Westminster, Colorado employees only. Applicants must attach a cover letter and a resume (maximum of two pages each) to the online application. Responsibilities / Key Functions
- Develop and implement digital content strategies for PRL webpages, email campaigns, and social media aligned with industry best practices and accessibility standards (e.g., ADA, WCAG).
- Maintain and update digital content; collaborate with IT for technology support and implementation.
- Monitor digital analytics to increase engagement, improve user experience, and identify opportunities for innovation and efficiency.
- Ensure consistent branding, tone, and messaging across all digital channels in line with City and PRL brand standards.
- Respond to public inquiries in a timely and professional manner across platforms.
- Manage paid digital advertising, including placement, budgeting, and performance tracking.
- Develop and maintain organized reports to track campaign metrics, impressions, and sponsor outcomes.
- Build and maintain relationships with key social media partners and digital collaborators to expand PRL’s reach.
- Coordinate multilingual translation of digital content, e-newsletters, and social media posts as needed.
- Assist with proofreading publications and design/ distribute e-newsletters using approved tools.
- Segment email audiences and tailor content to improve open and click-through rates; track performance metrics to optimize future campaigns.
- Plan and execute a digital content calendar coordinating social media posts, emails, and web updates.
- Monitor trends and public sentiment; adapt strategy to remain responsive to community needs.
- Provide digital communications support during special events (including occasional evenings, weekends, and holidays) and assist with website maintenance.
- Ensure digital content meets accessibility and usability standards; collaborate with departments to coordinate messaging and cross-promotion.
- Lead or support special projects (e.g., website redesigns, mobile app launches) and provide support during emergencies or crises with timely public messaging.
- Maintain regular attendance and flexibility to meet departmental needs.
Qualifications
Required
- Bachelor’s degree in Journalism, Marketing, Communications/Public Relations, or related field from an accredited college or university
- Professional experience with at least three years in marketing/communications focusing on digital, social, and/or emerging media
Preferred
- Excellent technical skills including content creation, proofreading, editing, social media, website editing, and email marketing
- Proficiency in Adobe Creative Suite or similar tools
- Background or experience in government or public-sector organizations
- Sincere interest in Parks, Recreation, and Library services
- Background or experience in photography, videography, and video editing
Equivalency of education, training, and experience will be considered to meet the required knowledge and skills.
