Overview
The Community Manager is responsible for all phases of on-site property operation, under the direction of the Regional Manager. The Community Manager is responsible to maintain all aspects of the propertys assets to Conifer standards.
Location
- Westhills Square Apartments located at 4906 Alson Drive in Baltimore, MD 21229.
Schedule
- 40 hours per week
- Monday - Friday
- 8:30 AM - 5:00 PM
Responsibilities
- Recruit, hire, train and be responsible for work performance by all team members under his or her direction, including coaching, mentoring, and regular performance management in accordance with Conifer policy and procedures.
- Perform written evaluations of employees and make recommendations for salary increases and/or advancement, under the supervision of District Managers and Regional RVPs.
- Maintain and submit regular and timely attendance records of all team members; ensure overtime is reasonable and necessary with District Manager approval where appropriate.
- Follow and enforce all Conifer policies and procedures.
- Market and approve/disapprove all applications for rental; prepare, process and sign all leases and related forms.
- Work effectively with local housing authorities, if applicable, to ensure timely leasing and recertifying of applicants/residents.
- Provide excellent customer service to residents and resident organizations; respond timely and professionally to inquiries including resident concerns.
- Provide timely and professional responses to all internal and external requests for information or action in accordance with Conifer policy.
- Ensure complete implementation and compliance with all housing program requirements and directives as appropriate.
- Actively manage property occupancy, maintain waitlists, pre-process applications according to vacancy trends, and ensure vacant units are turned and leased timely.
- Handle all details of move-ins and move-outs, with attention to apartment inspection checklists.
- Maintain community to Conifer standards; report accidents and emergencies to Risk Management and District Manager; complete incident reports as required.
- Ensure maintenance requests are handled promptly with clear written records; inspect community and apartments per policy.
- Working with Maintenance Supervisor, obtain competitive bids for contract services and capital improvements; process bid packages per Company procedures; draft approval memos and contracts and supervise outside contractors to ensure contract compliance.
- Assist in development of annual budget and work within the approved budget; seek District Manager approval for unbudgeted expenses; complete monthly variance reports and contribute to reforecasts as required.
- Collect rents and handle delinquent accounts; maintain clean resident and subsidy ledgers; make bank deposits as required; process all accounts payable timely and per procedures; participate in on-call duties as required.
- Travel may be required to assist at other Conifer locations as needed.
Experience
- Minimum 1-3 years of site management or apartment management housing experience, preferably in affordable housing.
- Compliance experience or knowledge (LIHTC, HUD-Sec. 8, RD, others) strongly preferred.
- Minimum 1 year of team supervision experience including training and performance management skills.
- Customer service or sales experience a plus.
- Strong MS Office skills (Word, Excel, PowerPoint, Outlook).
- Yardi Voyager experience desired or other accounting/housing software experience a plus.
- Experience solving resident, personnel, vendor and financial problems; budgeting, accounts receivable & payable, variance analysis preferred.
- Reliable transportation and valid driver's license; flexibility to travel for training and meetings.
Education
- Minimum High School degree/GED required.
- Associates degree in business or some college desired; Bachelors degree a plus.
- Certifications Preferred or willing to obtain: COS, TCS, LIHTC, S.T.A.R. Training, and other relevant certifications for affordable housing.

The salary range for this position is $65,000.00 - $70,000.00; actual compensation varies by experience and other factors. This range does not include additional forms of compensation such as bonuses.
