The Texas Health and Human Services (HHS) Information Technology (IT) Division is seeking a dynamic and visionary leader to serve as Director of Strategic Communications. The Director will be responsible for developing, executing, and overseeing comprehensive communication strategies that promote organizational objectives, foster a culture of transparency, and enhance engagement among internal and external stakeholders.
The Director of Strategic Communications reports directly to the Director of Strategic Initiatives of the Texas HHS IT Division and works closely with divisional leadership, the Texas Department of State Health Services (DSHS) and the Texas Health and Human Services Commission (HHSC) Office of Communications, and external partners.
This role demands a highly creative and experienced communications professional with a passion for public service, a deep understanding of communications, and a commitment to advancing the mission of the Texas HHS IT Division with experience managing a Team working in a fast-paced environment. The Director will build a culture that ensures the Team understands the division's mission and objectives so that all messaging aligns with the desired business outcomes. The ideal candidate is creative, proactive and enthusiastic.
Essential Job Functions (EJFs):
EJF #1 (30%)
Oversee the daily operations and activities for the IT communications Team. Plans, assigns, and supervises the work of the Team. Provides senior level leadership and establishes goals and objectives. Provides direction and oversees the development, implementation, and evaluation of short- and long-term communication strategies that align with the goals of the IT Division and the broader Texas HHS system.
Directs and oversee the development and implementation of urgent communication plans, ensuring preparedness and responsiveness in the event of emergencies, cybersecurity incidents, or public health situations. Directs and advises the Team on the development of messages that resonate with multiple audiences including planning, reviewing and approving content for appropriate messaging, overseeing the development and maintenance of a strong, consistent Brand Guide for the HHS IT Division across all platforms and communications. Ensure communication complies with the HHS Brand Guide, with state and federal regulations, accessibility standards, and agency policies. Utilize data-driven approaches to measure the effectiveness of communication initiatives, providing regular reports and recommendations for improvement to senior leadership.

Leads, mentors, and develops a diverse communications team, fostering a collaborative environment that encourages innovation and continuous learning. Manages and develops staff through training, performance appraisals, and consultation. Responsible for hiring and selection, assigning work, prioritizing assignments, completing performance evaluations, recommending personnel disciplinary actions, and scheduling and approving leave.

Creates and maintains an effective channel for internal communication, ensuring timely dissemination of information related to IT initiatives, projects, and policies.
Serve as a spokesperson for the IT Division upon request, cultivating relationships with DSHS and HHSC Divisions, including HHSC Communications, to increase public awareness of HHS IT initiatives, and presentations and testimonies to the Texas state legislature. Manage and optimize digital channels, including the division's SharePoint site, intranet, and email newsletters, to keep stakeholders informed and engaged. Oversee the creation of high-quality, accessible content including IT Division alerts, speeches, talking points, newsletters, presentations, reports, and video scripts that effectively convey the division's message.
EJF #4 (20%)
Collaborate with internal partners such as IT divisions, HHS Communications, and Government Relations to ensure alignment on various projects' communication objectives and proper timelines allow for deliverables that meet quality standards.
Work closely with IT leadership, project managers, and subject matter experts to ensure accurate, timely, and strategic communication of technology projects and priorities. Work closely with HHSC Press Officer and IT leadership to ensure accurate and timely responses. Works closely with the Director of IT Organizational Maturity responsible for training and change management.

At least 5 years of progressively responsible experience in strategic communications, public relations, or a related discipline, is required.
