Position Description

Performs highly complex project management work in support of the Creative Operations Manager to drive operational efficiency,

effectiveness, and analytics for the Creative Services section. Serves as a Project Lead for special communications projects that

support Creative Services' Design, Media Production, and Web Services branches. Works alongside key team members on procurement processes and tasks, as well as creating training materials, standard operating procedures, and technical and educational content for the Creative Services Operations Branch. Leads and facilitates discussions with internal and external stakeholders to drive project planning, execution, decision making, and problem resolution. Plans and tracks budget, equipment, and resources to ensure the Creative Services section runs smoothly. Reports to the Creative Services Operations Manager. Work requires extensive contact with department leadership and external governmental agencies and organizations. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

1. Coordinates Creative Operations Branch strategic plan, project plans and timelines.

2. Directs and develops detailed schedules by work breakdown structure and resource assignments for production schedules, including design, video, and online and digital needs.

3. Researches and understands key business challenges, customer behavior, target audiences, competitive activity, and environmental factors that impact programs within the Creative Services programs and projects.

4. Develops and coordinates Creative Services project budgets, schedules, work plans, resources requirements, and cost estimates and projections; to include, produce written material and contracts.

5. Coordinates and monitors vendor deliverables and performance and supports contract management and administration.

6. Develops, publishes, and delivers technical training, guidance, and standard operating procedures to support operations.

7. Manages projects that support the needs of the Creative Services operation, including research, analysis and procurement of various software and hardware solutions.

8. Monitors progress and success metrics of programs, campaigns and events and prepare detailed performance reports.

9. Coordinates the integration of conflicting programmatic and financial objectives into recommendations for branch management.

10. Works with manager and production teams to compile data for upcoming fiscal year budget requests or reports.

Minimum Qualifications:

Education : Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience : 5 years experience in events management, project or program administration. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications : Valid driver's license. This position requires driving a state vehicle.

Preferred Qualifications:

Experience working in a state government setting Experience in an advertising agency environment

Physical Requirements and Working Conditions:
